To be qualified for engineering design projects subject to AML 2020 Professional Services Selection, firms must demonstrate experience in design and construction management of major mine land reclamation activities, including earth moving, erosion control, vegetation, surface water hydrology and reconstruction of natural drainages, soils analysis and management, handling of hazardous, unsuitable, and radioactive materials, and other activities associated with land reclamation on a large scale. Experience and demonstrated competency in AML/OSM eligibility determination and DEQ permit procedures, ownership and lessee relations, in the acquisition of access, consents and clearances, and in coordination with other affected agencies, is preferred. DEQ/AML Legal Notice 2022 - Page 2 22-0143PS The purpose of this project is to provide engineering and consulting services to the Department of Environmental Quality, Abandoned Mine Land Division (AML), for a variety of abandoned coal mine sites that may pose hazards to public health and safety, and/or constitute an environmental hazard. Reclamation goals for individual sites shall be defined and executed within the pre-project planning reports, design reports, and plan sets. Reclamation goals must be clearly defined, stated, and based upon the following; hazard abatement, erosion control, soil type, soil quality, landowner preference, and post reclamation land use. Goals must specific, measurable, achievable, realistic, and timely. The potential list of sites that is provided in Table 1 of this Scope of Work contains the currently known sites that are assigned to this project for further/ongoing evaluation. However, the initial areas of investigation may be expanded based upon hazard identification. New sites identified during investigations would be added to the list of currently identified sites. Questions regarding the SOW or Key Document shall be submitted via the Capitol Construction Procurement website. Answers will be provided via addendum uploaded to the website. All addenda uploaded to the Capitol Construction Procurement website must be acknowledged in order for a firm to be considered for this procurement. This project-specific detailed Scope of Work (SOW) includes the rating sheet used by AML to evaluate SOI's and to select firms for further consideration. The SOI's shall be evaluated in accordance with Wyoming Statutes (9-2-1027) and the AML Division professional services Procurement Policy. This is not a request for a detailed technical proposal. The Department is not obligated by this announcement to award any contract. The method of contractor selection has not been determined at this time.
