Preparation of Proposals All proposals for the Work shall be made only on the blank price proposal form attached to this Request for Bids and shall be complete with a price for each and every phase of work as well as a total lump sum price. All proposals must be signed by an authorized official. Proposals that contain omissions, erasures, alterations, or additions not called for, conditional or alternate bids unless called for, or that contain irregularities of any kind may be rejected. Please review all document materials before determining price proposal. Clarifications Owner reserves the right to make clarifications, corrections, or changes in this Request for Contract at any time prior to the time proposals are opened. All bidders or prospective bidders will be informed of said clarifications, corrections, or changes. Delivery of Proposals Each proposal shall be submitted in a sealed envelope plainly marked with the title of the contract and the bidders full legal name and shall be addressed and delivered to the place and before the time set forth above. Proposals may be delivered by mail or in person. Proposals received after the time specified above will be returned unopened. Withdrawal of Proposals No proposal shall be withdrawn for a period of 90 days after the opening of any proposal. Rejection of Bids Proposals that are not submitted on the proposal price form or that are not prepared in accordance with these Instructions to Bidders may be rejected. If not rejected, Owner may demand correction of any deficiency and accept the deficiently prepared proposal upon compliance with these Instructions to Bidders. Acceptance of Proposals Proposals submitted are offers only and the decision to accept or reject is a function of quality, reliability, capability, reputa-tion, and expertise of the bidders. Owner reserves the right to accept the proposal that is, in its judgment, the best and most favorable to the interests of Owner and to the public; to reject the low price proposal; to accept any item of any proposal; to reject any and all proposals; and to waive irregularities and informalities in any proposal submitted or in the request for proposal process; provided, however, the waiver of any prior defect or informality shall not be considered a waiver of any future or similar defect or informality. Bidders should not rely upon, or anticipate, such waivers in submitting their proposal. Project involves the replacement of the existing candle stick waste gas burner outside the digester building at the Village's Wastewater Treatment Plant, located at 1532 Artaius Parkway, Libertyville, IL, with a Shand & Jurs (S&J) 3-inch 97301 waste gas burner with controls, or equivalent product (must be approved by owner). Scope of Work: - Furnish all labor and equipment necessary to remove existing waste gas burner and legally dispose off-site. - Furnish all labor and equipment necessary to install new 3-inch waste gas burner S&J 97301 with automatic controls or equivalent and appurtenances. - Furnish and install one S&J 97130 thermal valve matched to the new waste burner, or equivalent by the manufacturer. - Furnish and install new S&J 94406 flame arrester or equivalent. - Complete and install all required electrical supply from building to new burner and control panel connections. - Furnish all labor and materials (including fittings) to disconnect and reconnect the waste gas burner and restore operation of the new burner. - Furnish and install gas pilot line to new waste gas burner for ignition. - Complete all required Owner (Village) Permits (including, but not limited to Gas and Electrical). Any Village Permit fees will be waived. - All shipping and handling costs associated with the required material and equipment. - All necessary shop fabrication for the required installation. - Job mobilization and demobilization and work site clean-up. - Provide all written start-up documentation at the completion of the project. - Provide all necessary safety training for the wastewater treatment plant staff. - One-year workmanship guarantee. -One-year equipment manufacturers warranty
