The City of West Frankfort Professional Engineering Services Procurement of professional architectural, engineer, and planning serves for Capital Improvements program grant and loan projects is covered by state and federal law. Legal entities intending to utilize state and federal funds to pay for professional services are required to conduct a Qualifications-Base Selection (QBS) process when selecting an Architectural /Engineering (A/ E) or planning firm. Federal law allows for Legal Entitles to procure professional services to complete multiple and/or phased grant projects through a single consultant selection process. These firms may be retained for up to 5 years for their services. The engagement of firms on a retainer basis is a common practice and assures the entity of having the services of a selected consultant available for future work. It is the intent of the City of West Frankfort to enter into a retainer contract for the period January 2022 to January 2027. The scope of work and contemplated projects are as follows: 1. Madison Street Sanitary Sewer Rehabilitation 2. STP Phase 2 Improvements 3. GIS Mapping of Water System 4. Sanitary Sewer Collection System Overflow Rehabilitation 5. Douglas Street Sanitary Sewer Rehabilitation 6. Phase II Design Engineering and Phase III Construction Inspection for ITEP Funded Downtown Streetscape Project 7. Design and Construction Inspection for Annual Motor Fuel Tax Programs and Motor Fuel Tax funded projects 8. Design and Construction Engineering for ReBuild Illinois Projects 9. Phase II Design Engineering for the Interstate 57 - Route 149 Interchange Modification 10. Design and Construction Engineering for roadway, water system, sanitary sewer facilities and related infrastructure work associated with the Burlington Route roadway connection from Route 37 at Cleveland Street to RT 149 at Winery road and other local roads associated with the 157 - IL 149 Interchange Modification 11. Design and Construction Engineering necessary for the Vanity Fair Mall development including site development, surveys, roadways, parking lots, water systems, sanitary sewer facilities and other related engineering needs. 12. Design services for the rehabilitation or the Old City Lake Dam 13. Design and Construction Engineering necessary for the development of a 17 Acre tract north of the Vanity Fair Mall including site development, surveys, roadways, parking lots, water systems, sanitary sewer facilities and other related engineering needs. 14. Miscellaneous Land Surveying Assignments The sequence of these projects will be predicated upon the availability and receipt of funds. Please submit the following information. 1. Name, size and description of firm. 2. Location of main office and office where work will be accomplished. 3. Qualifications and previous experience in the types of projects listed above with dates of similar assignments. 4. Resumes of key personnel who would be assigned to the proposed projects. Professional Engineers and Professional Land Surveyors on staff are required. 5. Names, addresses and phone numbers of references. 6. Provide any additional comments which you may believe to be relevant. No elaborate presentation brochures are expected at this time. We will select qualified firms for interviews and/or further evaluation as deemed necessary. A firm will be selected as a result of this effort.
