The Project consists of the construction of a Portland Cement Concrete Street with (2) 12' Wide Lanes and Type B6.24 Concrete Curb and Gutter, Storm Sewer, Minor Grading, Erosion Control and other miscellaneous work. Bids will be received for a single prime Contract. Bids shall be on a unit price basis. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 7:30 a.m. - 12:00 p.m. and 1:00 p.m. - 4:30 p.m., and may obtain copies of the Bidding Documents from the Issuing Office as described below. Bidding Documents may be examined at the office of the Engineer, Milano & Grunloh Engineers, LLC, 114 W.Washington Avenue, Effingham, IL 62401, on Mondays through Fridays between the hours of 7:30 a.m. - 12:00 p.m. and 1:00 p.m. - 4:30 p.m. Some of the project funding would be from the Community Development Block Grant (CDBG) program. Attention is called to the fact that the firm must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin and that Federal Section 3 and all other Federal, State and Local provisions shall apply. The City of Vandalia reserves the right to reject any or all proposals or to waive any informalities in the procurement process. Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above. Upon request, the Issuing Office will transmit the Bidding Documents via delivery service. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder's date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Prime Contractors are required to be registered and active on www.sam.aov (System of Award Management) and submit an I DOT Certificate of Eligibility prior to issuance of bid documents. Bid security shall be furnished in accordance with the Instructions to Bidders.
