The Florida Keys Aqueduct Authority (FKAA), pursuant to Florida Statutes, Chapter 287.055, Consultants Competitive Negotiations Act, is seeking a professional consulting firm to enter into a contract to perform a baseline energy and resiliency assessment, provide a quantification of energy and cost reduction strategies and target setting, and develop action plans to integrate and implement priority projects. The Florida Keys Aqueduct Authority (FKAA) is the sole provider of potable water for all the residents, businesses, institutions, and military facilities in the Florida Keys and also provides centralized wastewater services to a portion of those residents. Risk, resiliency and sustainability are central to the utility's operations and future viability. These tenants are also at the forefront in the State of Florida, where the Governor has recently pledged one billion dollars to resiliency efforts and where a new Statewide Office of Resilience has been established directly under Governor DeSantis. Being well positioned will allow the Authority to quantify future benefits, realize costs savings and capitalize on funding opportunities. The program will provide a strong foundation for the future, solidifying core components of the Authority's mission including becoming a nationally renowned, community-oriented utility, providing reliable, safe and efficient water and wastewater services in a fiscally and environmentally responsible manner. Scope of Services The services desired are outlined below. This scope of services may be expanded at the discretion of FKAA to include other consulting assignments related to this effort. - Perform a baseline energy use and GHG emissions study - Provide a quantification of reduction strategies and target setting based on the assessment - Develop implementation action plans in conjunction with staff for cost savings and energy reduction strategies. Plans should include key steps, timelines, funding resources, and metrics of success. - Develop and provide tools, templates and training to allow the Authority to continue this work beyond the contract Consulting firms must be fully licensed for the type of work to be performed in the State of Florida at the time of RFQ receipt. Consulting firms that are not fully licensed and certified shall be rejected. Each firm must submit annually statements of qualifications and performance data. Selected firms will remain on the qualified list for three (3) - years with an option to renew annually for two (2) years as long as firm remains qualified, responsive, and responsible. The method of contractor selection has not been determined at this time.
