Non-participation in the call for tenders Any person or company having obtained the contractual documents and who does not submit a bid, undertakes to complete the "Non-participation questionnaire" form included in the contractual documents and to send it to the Company at following email address: infosoumission8@sqi.gouv.qc.ca . Subcontractors Submissions All subcontractors subject to the Quebec Bids Office (BSDQ) must, when filing their electronic bid with the BSDQ, indicate the Company as "Recipient" using the "Bidder" menu of the electronic transmission system submissions (TES). Procedure of the call for tenders The plans and specifications for the project covered by this call for tenders contain confidential information. Thus, the Company has provided for a procedure to restrict the disclosure of these documents only to bidders who have previously signed a unilateral confidentiality agreement and who have met the required conditions of security and integrity (security clearance). The steps for this procedure are detailed below. Step 1 - Unilateral confidentiality agreement and security clearance a) No later than April 14, 2022 , the tenderer must send the Questionnaire for contractors and Unilateral Confidentiality Undertaking forms duly completed and signed to the email address infosoumission8@sqi.gouv.qc.ca . b) Upon receipt of these two documents within the prescribed period, an investigation by the Surete du Quebec will be carried out to determine whether the tenderers who have sent the Questionnaire form for contractors meet the required security conditions (security clearance). Step 2 - Submission of plans and specifications c) All bidders meeting the confidentiality and security requirements (security clearance) will receive the plans and specifications in electronic version by secure One Drive sharing sent by email. No hard copy of the plans and specifications will be given to the tenderers. Following the opening of submissions, One Drive sharing will be removed. The successful bidder will subsequently obtain a copy of the plans and specifications. Step 3 - Submission of the bid d) Following submission of the plans and specifications, the tenderer is authorized to submit his tender in accordance with the provisions of article 6.0 "Receipt of tenders" of the Complementary Instructions . WORKS DURATION The work required under this invitation to tender must be completely completed within 16 weeks (including public holidays, construction holidays and the time required for the supply of materials/equipment) from the date of the authorization to start work. The probable start date of the work is between August 15 and September 15, 2022. SUBMISSION GUARANTEE The tender must be accompanied by a tender guarantee corresponding to 10% of the amount of the tender. When the tender is submitted on paper, this tender guarantee must be presented in the form of a bond, irrevocable letter of guarantee, certified cheque, money order or draft and comply with the conditions mentioned in the article "Tender guarantee of the Instructions to Bidders .
