The value of the project amounts to more than $140 million. TIMELINE: The owner has awarded a steel structure sub trade contractor following public tender 44527018. Reference number : 1589509 Deadline for receipt of complaints: 2022-04-19 Submission sent electronically accepted: Yes, in a single submission document Expected duration of the contract without the options (in months): 16 Contract number : 44527018 Title of the contract: Phase 2 - Lot 2.5 - Steel structure New Louis-Philippe-Pare high school in Chateauguay Building address: 201 Fernand-Seguin Street, Chateauguay (Quebec) J6K 0K3 The Societe quebecoise des infrastructures (hereinafter the "Societe") is issuing a public call for tenders for the construction work for the contract mentioned in the title. Attention : Note that only the documents required by the Company under the terms of this call for tenders must be submitted with the tender, so as to avoid any situation which would lead to the tender being restrictive or conditional. IMPORTANT NOTICES Payment of materials before their incorporation into the work The tenderer must consider in determining the price submitted for the execution of the contract that the Company will authorize the payment of certain supplies delivered to the site before their incorporation into the work, in accordance with the provisions of the Additional General Conditions . Indexation of the price of certain materials and equipment The tenderer must consider in determining the price submitted for the execution of the contract that the prices of certain materials and equipment may be subject to adjustment during the performance of the contract. The materials and equipment covered are specified in the document entitled List of materials and equipment that may be subject to a price adjustment request . The procedure for adjusting the price of certain materials and equipment is provided for in the Supplemental Instructions and the Supplemental General Conditions . Pilot project to facilitate payments in the construction industry The Chair of the Conseil du tresor authorized the implementation of a pilot project aimed at experimenting with various measures intended to facilitate payment to companies that are parties to public construction work contracts and to public subcontracts directly related to them or indirectly and to define applicable standards in this area. The pilot project essentially aims to test two main elements, namely the mandatory payment schedule and a dispute resolution method with recourse to an expert-intervener. The mandatory payment schedule includes the requirement to pay companies on fixed dates. The dispute resolution process provides for the mandatory use of a qualified expert-intervenor for any dispute covered by the pilot project. The contract covered by this call for tenders is subject to the pilot project aimed at facilitating payment to companies party to public contracts for construction works as well as related public subcontracts (Ministerial Order No. 2018-01 ). Thus, the contract covered by this call for tenders and the related subcontracts are subject to the terms and conditions established by this pilot project. Recommendation for submission of tenders electronically In order to preserve the health of the personnel of its organization, the Company is implementing preventive measures to combat the COVID-19 pandemic. Therefore, the Company strongly recommends that bidders submit their bid electronically through the electronic bidding system. Authorization to contract/certificate from Revenu Quebec It is strongly suggested that bidders make their request for a certificate from Revenu Quebec and, if applicable, their request for authorization to contract with the Autorite des marches publics as soon as possible, in accordance with the requirements of the contract documents, in order to ensure that these requirements are completed before the deadline date and time for receipt of tenders. Non-participation in the call for tenders Any person or company having obtained the contractual documents and who does not submit a bid, undertakes to complete the "Non-participation questionnaire" form included in the contractual documents and to send it to the Company at following email address: infosoumission33@sqi.gouv.qc.ca Subcontractors Submissions All subcontractors subject to the Quebec Bids Office (BSDQ) must, when filing their electronic bid with the BSDQ, indicate the Company as "Recipient" using the "Bidder" menu of the electronic transmission system submissions (TES). WORKS DURATION The work required under this invitation to tender must be completely completed within 69 weeks (including public holidays, construction holidays and the time required for the supply of materials/equipment) from the date of the authorization to start work. The probable start date of the work is between June 27 and July 27, 2022. SUBMISSION GUARANTEE The tender must be accompanied by a tender guarantee corresponding to 10% of the amount of the tender. When the tender is submitted on paper, this tender guarantee must be presented in the form of a bond, irrevocable letter of guarantee, certified cheque, money order or draft and comply with the conditions mentioned in the article "Tender guarantee of the Instructions to Bidders . When the bid is transmitted electronically, this bid guarantee must be presented in the form of a bond or an irrevocable letter of guarantee and comply with the conditions mentioned in the "Tender guarantee" article of the Instructions to bidders. No other form of guarantee is accepted with this mode of transmission. CONDITIONS Only bids submitted by bidders who meet the following conditions will be considered: Have, in Quebec or in a territory covered by an applicable intergovernmental agreement, an establishment where he carries out his activities on a permanent basis, clearly identified in his name and accessible during normal business hours; Have the required qualifications and hold the licenses required under the Building Act (CQLR, chapter B-1.1). INFORMATION MEETING / SITE VISIT No information meeting or site visit is planned. TRANSMISSION OF COMPLAINTS All complaints made to the Societe under section 21.0.4 of the Act respecting contracting by public bodies (CQLR, chapter C-65.1) must be received at complaint@sqi.gouv.qc.ca, no later than the deadline set for receipt of these as indicated in the Additional Instructions . INFORMATION Tenderers who wish to receive clarifications concerning the call for tenders must communicate in writing to the e-mail address designated below, taking care to mention the contract number, and this, maximum three working days before the date . and the deadline for receipt of tenders . If such a request for clarification is received two working days or less before the deadline date and time for receipt of tenders, the Company reserves the right not to consider it.
