Contractor Awarded Address: Portland, OR 97233-6103 USA Base and All Options Value (Total Contract Value): $0.00 Description of Services The U.S. Army Center of Military History (CMH) Museums Directorate requires services necessary for the fabrication and installation of museum exhibits in the Army Museum Enterprise (AME) System. The AME System is comprised of 49 museums located in Alabama, Arizona, California, Colorado, Georgia, Hawaii, Illinois, Kansas, Kentucky, Louisiana, Missouri, New York, New Mexico, New Jersey, North Carolina, Oklahoma, Pennsylvania, South Carolina, Texas, Virginia, and Washington. The contractor shall furnish, upon receipt of an individual Task Order award, all the necessary services to fabricate all exhibit components. In addition, the contractor shall pack, ship, and install exhibit components in the exhibit area; install historic objects into those components; and perform the final focusing of lighting. The site locations for performance will be identified in each Task Order. C.1.2 Background This effort is in support of the AME's mission to collect, preserve, interpret, and display historical military material, culture, or artifacts. C.1.3 Objectives C.1.3.1 The contractor shall fabricate the exhibit components to the standards in the AME Design Package. C.1.3.2 The contractor shall purchase and install lighting, audio visual, multimedia, and any other exhibit components needing electrical power, and make modifications to the building's electrical system as specified in the AME design package. The contractor shall coordinate work with the Government facilities management. C.1.3.3 The contractor shall transport and install the exhibit components into the exhibit space prepared by the AME to house the exhibit as specified in the AME Design Package. C.1.3.4 The contractor shall install historic objects into the exhibit components fabricated by the contractor as specified in the AME Design Packages. C.1.3.5 The contractor shall perform final focusing of lighting. This covers all lighting; case lighting, graphics lighting, track lighting and any other exhibit components with lighting as specified in the AME Design Package. 5 Period of Performance will be cited within the individual Task order. C.1.6 General Information C.1.6.1 Quality Control (QC): The contractor shall develop and maintain an effective quality control plan to ensure services are performed in accordance with (IAW) this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure nonrecurrence of defective services. The contractor's quality control plan is the means by which the contractor complies with the requirement of the contract. At a minimum, the contractor shall develop quality control procedures that address the areas identified in Technical Exhibit 1, "Performance Requirements Summary". IAW CDRL A001, after the acceptance of the quality control plan, the contractor shall receive the Contracting Officer's acceptance in writing of any proposed change to its QC system Questions pertaining to this solicitation should be directed to the Contract Specialist identified on the cover page of this solicitation. Any questions regarding this RFP must be received by the Contract Specialist no later than 12 April 2022 12:00pm Eastern Time. Responses to questions are not considered changes to the RFP as the only way the RFP can be modified is through an amendment that will be issued. No phone calls will be accepted for any reason. All questions shall be in writing. The Government will post all Questions and Answers (Q&As) to beta.SAM.gov no later than 3:00pm Eastern Time on 20 April 2022. The Government will notify potential offerors if an extension is needed to post the Q&As. Funds are not presently available for performance under this contract beyond 30 SEP 2022. The Government's obligation for performance of this contract beyond that date is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise for performance under this contract beyond 30 SEP 2022, until funds are made available to the Contracting Officer for performance and until the Contractor receives notice of availability, to be confirmed in writing by the Contracting Officer.
