Site work and new construction of a municipal facility in Fergus, Ontario. Completed plans call for the construction of a 60,000-square-foot, two-story above grade municipal facility; and for site work for a municipal facility.
The purpose of this RFP is to assemble a qualified team to provide design build and construction management services for construction of a new Operations Centre, better described as the Design-Builder. The Design-Builder will be required to enter into a CCDC 14 - 2013 Design-Build Stipulated Price Contract modified by Supplemental Conditions as per the terms and conditions of the RFP document. The Design-Builder will have sole responsibility for all necessary design-build and construction manager services, which for this project will be separated into 2 Phases. A 20-acre parcel of land located at 965 Gartshore Street in Fergus ON was purchased by the Township as the selected site to construct the new Operations Centre. The site has been rezoned from Agricultural to Institutional to allow for the construction of the new Operations Centre. A Space Needs Study was completed to identify each of the above noted department's space needs requirements which was then used to develop a preliminary concept plan of the Operations Centre. It has been identified that an approximate 60,000 sq. ft. facility is required to support the needs of the Township to the year 2041; however, the focus of this RFP will be to construct an Operations Centre to serve the Township's current needs which includes an approximate 45,000 sq. ft. building. The building is to include a 2-story office space which includes amenities, staff change rooms, a lunchroom, and meeting spaces. The garage area will include a Supervisors Shop Office Area, an Operators Shared Workshop Area, Mechanics Maintenance Shop, Heavy Vehicle Maintenance Bays, a Storage Garage for materials and equipment, Warm Vehicle Storage Bays, and a Wash Bay. Other site features that are to be included are a vehicle storage pole barn, covered material storage bunkers, waste bin storage area, fleet parking areas, two greenhouses, and material pile areas for street sweepings, gravel and topsoil. An existing farmhouse located on-site is also intended to be maintained. A future expansion will include the addition of more warm vehicle storage bays to the garage area, the expansion of the vehicle storage pole barn, construction of material bunkers and waste bins, construction of a salt and sand storage shed building with a brine making & dispensing facility, and two more greenhouses. Design consideration for these expansions will need to be considered during the design of the current needs to ensure the site will accommodate the additional structures being proposed as well as overall site mobility. The estimated hard construction cost for this project is in the range of $1,000,000 to $60,000,000. The estimated project costs currently included in the Township's budget is $24.95 million. An estimate was provided as part of the Site Development Report which included a construction value of $41.13 million. For consistency in providing the fixed fees included in Part 5 - Form of Offer, please base these fees on a construction value of $30 million.
