The County of Greene, an "Equal Opportunity Employer", will receive proposals for General Contractors to assist with Housing Rehabilitation Projects. The Greene County Home Investment Partnership (HOME) Program invites you to submit Qualifications for pre-construction and construction services for its Existing Owner-Occupied Housing Rehab. Currently 15 projects estimated to cost approximately $300,000 are ready for bidding, and have a waitlist of over 50 homes awaiting rehabilitation services. We plan to cluster 2-6 homes from the same general area with each bid package to provide multiple work sites for each bid, allowing contractors to work on a few projects at a time. On average these clusters are estimated range of costs of about $30,000 to $70,000 per cluster. This service will be funded in part by federal grant funds through the Community Development Block Grant Program and the HOME Investment Partnership Program administered by the County of Greene and the Pennsylvania Department of Community and Economic Development. The County of Greene will be in contract with the homeowner and will issue payments. The basis of payment is the agreed upon contract price, excluding any change orders. 25% of the project cost less 10% retainage will be paid up front, with the remaining balance to be invoiced to the County and paid at the following intervals of project completion: 50% less 10% retainage, 100% less 10% retainage, and Quality Assurance Acceptance by the County will release the 10% retainage. Davis Bacon rates do not apply to these HOME funded projects, however, Pennsylvania Prevailing Wage Rates will apply to each individual housing rehabilitation project that is over $25,000.00. This program focuses on providing decent, safe, and sanitary affordable housing, primarily for low-income citizens in the County of Greene. Housing Rehabilitation projects will be performed on residential properties located in Greene County. Required general contractor services may include, but are not limited to: following the scope of work prepared by the housing inspector for work such as stabilization of structures, exterior finishing, roofing, windows, masonry, HVAC, framing, drywall, plumbing, kitchen & bath remodeling, flooring, landscaping and other related services following detailed work descriptions which cause the subject structure to meet acceptable HUD Quality Standards and local building codes. After rehabilitation, securing and documenting of related costs for the needed work write-up repairs. At least one general contractor from each firm must have or obtain Lead safe RRP (Renovation, Repair, and Painting) certification through an EPA certified training provider. The general contractor shall procure and maintain, at its expense, subcontractors to complete any area of work which the general contractor is not qualified to complete (i.e. HVAC or other areas requiring licensure for which the general contract is not licensed to complete nor employs any worker possessing such qualifications). Qualifications will be received on an ongoing basis, with qualified contractors being added to the programs approved contract list and given to the homeowners. The homeowners will then contact a few approved contractors from the list to review the scope of work, and if the contractor is interested, the homeowner will provide the contractor with a bidding packet and instructions. Contractors must be able to work effectively and amicably with HOME Program Staff, homeowners, and other consultants involved in the projects. There will be no selection of contractors. This RFQ seeks to build and improve our approved contractor list to assist with homeowner rehabilitation projects. Qualified submissions will be added to our approved contractors list and separate proposals will be requested from those contractors on the list. Faxed or emailed proposals will not be accepted. Although proposals can be submitted at any time and will be accepted on an ongoing basis, to be qualified to bid on the upcoming projects, you must have submitted a full and complete package and provide evidence of all necessary qualifications in order to receive bid opportunity directly from the County. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
