The Poway Unified School District (DISTRICT) is seeking a highly qualified and experienced individual(s) or firm (CONSULTANT) with a proven track record of accomplishment in similar public sector projects to conduct a comprehensive classification study and analysis for all positions in the employee groups and to provide recommendations to address any anomalies within current pay schedules related to internal alignment. The purpose of the Request for Proposal (RFP) is to provide interested individual(s) or firms with sufficient information to enable them to propose and submit proposals for the scope outlined within the RFP. PUSD operates 25 elementary schools (K-5), one elementary & middle school combination (TK-8th), six middle schools (6-8), one continuation high school, five comprehensive high schools (9-12), and one adult school. Twenty-six schools are located in the city of San Diego; twelve schools in the city of Poway. The District serves over 35,000 students and is the third largest school district in the county. Poway Unified School District employs approximately 1,513 permanent full-time employees, 812 permanent part-time employees, and a number of temporary and/or seasonal workers as needed throughout the year. The District maintains an estimated 235 job descriptions. The recognized bargaining unit is the Poway School Employees Association (PSEA). They represent all classified employees with the exception of the classified management, confidential, and supervisory employees. The purpose of the Classification Study is to update job descriptions and to ensure appropriate internal alignment for all classified employees within job groups. To conduct a thorough job analysis and job evaluation of approximately (41) classifications for Classification Review Cycle Year 3 and two (2) reclassification review requests submitted during the Individual Request for Classification Review window. It is requested that the study for Classification Review Cycle Year 3 begin no later than May 27, 2022, and be completed by November 30, 2022 (a total of 43 classifications). The method of contractor selection has not been determined at this time.
