The construction is briefly described as follows: A new single story 33,000 sq. ft. addition including a 945-seat performing arts center. Building construction will utilize a combination of bearing masonry, structural steel frame, open web steel roof joists, and metal deck. Low slope roofing will be tapered insulation and a TPO membrane sloped to internal roof drains. Exterior shall be clad in brick, areas of precast concrete panels, and aluminum storefront. Interior finishes are to be comprised of LVT, carpet, stained concrete, wood stage floor, painted CMU walls, hard wall and floor tiles, acoustical clouds in the house proper, with acoustical lay in / hard ceilings as indicated in accessory spaces. Project shall also include renovation of existing rooms within the High School for dressing, toilets, and storage. All associated Plumbing, mechanical, and electrical systems are part of the project scope, as well as any associated site and utility work required for a complete building ready for owner use. The Owner and its representatives shall be the sole judge of the Contractor meeting the requirements set forth. The Owner's decision in determining qualified General Contractors will be final. The Owner reserves the right to act in his best interests in this determination process to waive all technicalities and informalities and to select the best qualified responsible General Contractors who submit pre-qualification packets for review. Minimum General Contractor's qualifications to be certified by prospective bidders include: 1) statutory license requirements, 2) bonding capacity, and 3) successful history as General Contractor on Education Projects of this scope and complexity. The Owner will accept bids only from approved General Contractors utilizing approved Pre-Qualified Major Subcontractors. SUBCONTRACTORS for the following trades are required to prequalify: MECHANICAL, ELECTRICAL, PLUMBING, and ROOFING. Minimum Subcontractor qualifications include: 1) statutory license requirements, 2) capable of providing 100% bonding, and 3) successful history on similar educational projects. All bidders are encouraged to have a representative at this conference. A cashier's check or bid bond payable to Hoover City Board of Education in an amount not less than five (5) percent of the amount of the proposal, but in no event more than $10,000.00, must accompany the bidder's proposal for each project. Performance and Payment Bonds and evidence of insurance as required in the bid documents will be required at the signing of the Contract. All bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975. The Bidder must display current General Contractor's License Number on the outside of the sealed envelope in which the proposal is delivered, or it will not be considered by the Architect or Owner.
