The State of Tennessee, Department of Economic and Community Development, hereinafter referred to as "the State," issues this Request for Proposals (RFP) to define minimum contract requirements; solicit responses; detail response requirements; and, outline the State's process for evaluating responses and selecting a contractor to provide the needed goods or services. Through this RFP, the State seeks to procure necessary goods or services at the most favorable, competitive prices and to give ALL qualified respondents, including those that are owned by minorities, women, service-disabled veterans, persons with disabilities and small business enterprises, an opportunity to do business with the state as contractors, subcontractors or suppliers. The Contractor will provide an overall summary of all produced community or regional utility plans. Produced plans are to include research/data on the potential impacts of the Blue Oval City and potential suppliers to the community, options for communities to prepare for the impacts, recommendations for the communities, and potential funding sources to implement the recommendations. For the overall summary, the Contractor is to consider how individual community and regional utility plans will work with each other so recommendations for one do not conflict with others. RFI Issued May 25, 2022 GENERAL INFORMATION: 5.1. Please note that responding to this RFI is not a prerequisite for responding to any future solicitations related to this project and a response to this RFI will not create any contract rights. Responses to this RFI will become property of the State. 5.2. The information gathered during this RFI is part of an ongoing procurement. In order to prevent an unfair advantage among potential respondents, the RFI responses will not be available until after the completion of evaluation of any responses, proposals, or bids resulting from a Request for Qualifications, Request for Proposals, Invitation to Bid or other procurement method. In the event that the state chooses not to go further in the procurement process and responses are never evaluated, the responses to the procurement including the responses to the RFI, will be considered confidential by the State. 5.3. The State will not pay for any costs associated with responding to this RFI. The method of contractor selection has not been determined at this time.
