Base Bid: Install approximately 485-LF of 8-inch PVC sewer main with new manholes and service laterals, and approximately 12-LF of 6-inch and 460-LF of 8-inch PVC water line with new water services, fire hydrants and appurtenances along Blacksmith Lane. Additive Alternate #1: Two-inch mill-and-overlay of Blacksmith Lane from Timberhill to Settlers Ridge, and Settlers Ridge from Blacksmith to Conestoga Street Estimate: $500,000 (Base Bid), $180,000 (Add Alt #1) Bidders must use the bid form provided in the specifications and submit bid in a sealed envelope. The outside of the envelope must be clearly endorsed "Bid #2022-04 BLACKSMITH LANE SEWER AND WATER MAIN REPLACEMENT". Each bid shall be accompanied by a bid guarantee in the form of a certified check, cashier's check, or bid bond in the amount of five percent (5%) of the total bid price. Any bid received after closing time will be rejected and returned unopened. This project is being funded in whole or in part by the Community Development Block Grant Program (CDBG). All federal CDBG requirements will apply to the contract. Bidders on this work will be required to comply with Presidents Executive Order No. 11246 & Order No. 11375 which prohibits discrimination in employment regarding race, creed, sex, or national origin. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 40 CFR 33.240. Bidders must also make positive efforts to use small minority-owned business and to offer employment, training and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968. Attention to Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wages rates to be paid under the contract.
Attention is called to the fact that, pursuant to V.T.C.S. Art. 5159a, not less than the local prevailing wage rate derived from Leon Valley Ordinance #16-005 included herein, must be paid on this locally funded project. The successful bidder will be required to furnish a one hundred percent (100%) Performance Bond and a one hundred percent (100%) Payment Bond. The City of Leon Valley reserves the right to reject any and all bids, to award the bid to the lowest responsible bidder or to the bidder who provides the best value to the City, and to waive any informality or technicality in the bid.
