This Request for Proposals ("RFP") is an invitation by the District of Summerland to prospective Proponents to submit non-binding Proposals for the Summerland Sanitary Landfill Master Planning Project, which involves providing or updating multiple plans and memos including, but not limited to: Submission of Landfill Criteria Conformance Review;
A consolidated and updated Hydrogeology and Hydrology Characterization Report;
A Landfill Master Plan that will incorporate all operations and capital improvements at the Summerland Landfill. The Master Plan will meet the requirements for an updated Design, Operations and Closure Plan for all landfill operations including the incorporation of existing recycling, septage receiving, water treatment plant residue, aggregate production services and new compost site. The Master Plan will also include detailed Nuisance Control, Vector and Wildlife Management Plans incorporating all operations, and an updated Landfill Gas (LFG) Management Plan with a separate breakout report that will meet the 'Supplementary assessments and reports' section criteria of the Landfill Gas Management Regulation Landfill gas assessment report; and
Development of wording and amendment application for update to the landfill Operational Certificate.
Additionally, the District of Summerland may, in its sole discretion, engage the successful Proponent to complete a holistic review of present practises and recommended best practices for: landfill budget and reserves; landfill operations and onsite diversion practises of all materials; fees and charges by material type; and landfill regulatory bylaw.
The District of Summerland may also, in its sole discretion, engage the successful Proponent to provide public consultation materials to allow for the residents of Summerland to learn more about their landfill and the changes in the updated Master Plan. The Method of Contractor Selection has not been determined at this time.
