This assignment will fall under the Facility Design (All Modal Buildings/Vertical Structures) category for recent selection criteria The Department is seeking to engage three (3) professional consulting engineering firms to provide the following services related to department maintenance, repair and public transportation facilities: perform engineering studies and design reviews; prepare design plans, specifications and estimates; provide design services during construction; provide reviews and other necessary work and support services. The selected firms will be required to have engineering experience and knowledge which include, but are not limited to, building design, architectural design, structural design, mechanical design, electrical design, facility site design, drainage design, highway design, bridge design, and rails-related design which includes track work, catenary and rail stations. The selected firms may also be requested to provide other services including, but not limited to, preliminary engineering studies, geotechnical engineering, hydraulic and coastal floodplain analysis, environmental document preparation, and environmental permitting. The contracts will be limited to five (5) years to assign new work, with the stipulation that assignments initiated during the term of the contract will continue until completion of work. No new work, which is unrelated to prior negotiated tasks, will be negotiated after five (5) years from the start of the contract. The value of each contract is estimated to be $5,000,000; however, actual contract fees will vary depending on the tasks assigned. It is anticipated to utilize either a lump sum or cost-plus fixed fee payment method. The total number of assignments for each firm may vary depending on the Department's needs. You are advised that a Disadvantaged Business Enterprise (DBE) goal applies to this contract. The goal will be no less than 5 percent (5%) of the agreement value. Within the letter-of-interest submittal, you must include the designated certified DBE sub-consultant(s) which you plan to use. To be eligible for DBE credit, the sub-consultant(s) must be currently certified by the Department in the specific type of work to be performed. If the prime consultant is a Connecticut certified DBE firm, they will satisfy the DBE requirement provided the firm is certified to receive DBE credit for the type of work being performed. All firms are advised that the prime consultant must perform the major part of the work with employees of the firm. Joint venturing will not be allowed. The Department, in its sole discretion, reserves the right to cancel this solicitation and terminate the process to retain consultant services and is under no obligation to contract for the services specified herein. The Department reserves the right to add other assignments of a similar nature to this selection process should the need arise prior to the interview phase. Please be advised that firms must continue to be prequalified in the specified category in the year a shortlist is finalized and/or a selection is made.
