Any Contract or Contracts awarded under this Advertisement for Bids are expected to be funded in part by funds from the Coronavirus State and Local Fiscal Recovery Funds (SLFRF), a part of the American Rescue Plan. Neither the State of Illinois nor any of its Departments, Agencies, or employees is or will be a party to this Advertisement for Bids or any resulting Contract. The Procurement will be subject to regulations contained in the Coronavirus State and Local Fiscal Recovery Funds (SLFRF), the Federal Davis-Bacon Wage act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570). Bidders will also be required to comply with the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in 41 CFR 60-4. The submission of a proposal or bid by the Offeror in response to this IFB or RFP constitutes an acknowledgment of and an agreement by the Offeror that it understands and will comply with the Federal Davis-Bacon Wage Act, the Illinois Preference Act, and Coronavirus SLFRF rules. BIDDERS will also comply with the City's Project Labor Agreement (PLA) with the Egyptian Building and Construction Trades Council. A copy of the PLA is contained in the Contract Documents. All federal and state labor requirements shall remain in place and supersede any conflicts associated with the PLA. A payment and performance bond is required in connection with this project, said bond shall specifically provide that the Principal must pay all sums of money due or to become due for any labor in accordance with the Federal Davis-Bacon Wage Act.
