Renovation of a multi-residential development in Lindsborg, Kansas. Completed plans call for the renovation of a multi-residential development.

The Lindsborg Housing Authority (LHA) is seeking Proposals from qualified firms to provide all labor and materials for Window Replacement work at Site 65-1, in Lindsborg, KS. The general scope of work includes, replacement of all bedroom windows in the type E1 buildings with new emergency egress windows, and other items as shown on the drawings, and as specified for a complete and working installation. If you email or fax your proposal, please be sure to call the LHA and verify that your proposal has been received. If you aren't able to have your proposal in to the Owner by May 10th , 2022, please call Marc Anderson to see if he can offer an extension. This is not a formal bidding procedure so the Owner can use their discression regarding the procurement. Printed plans are available as follows: 1. The Owner has full size printed plans/specs available at the Lindsborg HA Office (see address above). The Owner will provide one set per RFP respondent, at no cost. Additional printed sets may be purchased through the Owner at a cost of $30 per set. 2. RFP respondents are welcome to send this .pdf file and the plan .pdf file to their own printer and are welcome to print these plans themselves. Please note that the drawings are formatted to print on 11" x 17" paper. If you print on smaller paper do not scale the drawings. Window Replacement i) Please see the attached plans and technical specifications to determine the full scope of work. ii) At site 65-1, the work includes removal of all bedroom windows in units E1, and replacement with new, single hung windows set into egress frames so they provide an emergency egress window from each bedroom. iii) The Contractor is responsible for daily cleanup of the work areas, and for hauling these items off for disposal off site. iv) After the original contract has been awarded, additional work may be identified by the Owner and the successful contractor. Additional work will be done by a change order. v) All work shall be completed in compliance with these contract documents vi) Weekly certified payroll reports (CPR's) shall be completed and submitted to the Owner for review. a) The Owner will approve an agreement with one company within 30 days of the proposal submission date. The contract period will be 45 calendar days b) The Owner will issue the notice to proceed on the date the Contractor is ready to proceed. The work will commence as soon as possible based on work conditions required. c) All services must be performed in compliance with applicable federal, state and local laws. d) See the HUD 5370-EZ for General and Automotive liability insurance requirements. e) The Owner will waive requirements for assurance of completion on this project as long as the Contractor agrees that no progress payments will be made until the project is complete. When the work is complete and approved, the Owner will request final lien waivers from all suppliers, subcontractors and the G/C, and will make payment when the contract closeout documents are received and approved. i) Please note, if the contractor does want to receive progress payments or payments for stored materials, the total amount of progress payments can't exceed the value of work in place plus the amount of assurance provided. f) If the Contractor would like to receive progress payments during the work, the Owner will require some form of assurance of completion. Suitable forms of assurance could be one of the following: i) 100% performance and payment bonds. ii) 20% cash escrow in the form of a cashier's check. iii) 25% irrevocable letter of credit. a) Please use the Proposal Form that is included with this packet. b) Please fill out and attach the non-collusive affidavit that is included after the Proposal Form. c) Provide a Certificate of Insurance that provides evidence of the required workman's comp and liability insurance. (can be a sample for the bid packet) d) Since this not a sealed bidding procurement, No Bid security is required. The Contract will be awarded to the lowest qualified RFP respondent. An RFP respondent is considered qualified if they provide the submission documents indicated above and satisfy a reference check by the Owner. The Housing Authority reserves the right to reject any or all proposals and to award the contract in the best interest of the Authority. The Housing Authority is Exempt from Sales Tax and will provide the successful vendor with a Project Tax Exemption Certificate prior to purchase of any materials needed for the work.
