Each bidder is required to furnish with its proposal, a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security amount shall be equal to 5% of the bid amount and, if furnished in Bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. A certified check, cashier's check or money order in the same amount ts acceptable bid guaranty. Each Proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. Bidders are required to submit bids using current Prevailing Wage rates as determined by the Ohio Bureau of Employment Services, Wage and Hour Division. This Project is also subject to the State of Ohio's Encouraging Diversity, Growth, and Equity ("EDGE") Business Development Program. The EDGE Participation Goal for the Project is 5.0 percent that the bidder must meet. Contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and Governor's Executive Order 84-9 shall be required. All contractors and subcontractors involved with the project shall also comply with President Executive Order 11246, as amended, requiring Affirmative Action for Equal Employment Opportunity. All contractors are required to have a drug-free workplace program (a BWC program or comparable program) to bid on this project. Each bidder must ensure that all employees and applicants for employment are not discriminated against because of race, color, religion, sex, handicap, familial status, national origin, or ancestry. The Lawrence County Commission reserves the right to accept or reject any or all proposals; to waive any informalities in the bidding; and to enter into a contract with the bidder who in their consideration offered the lowest responsive and responsible bid. The Lawrence County Commission also reserves the right to hold all bids for 60 days.
