The City of Carbondale, Illinois (the City) is applying for funds from the Illinois Department of Commerce and Economic Opportunity (DCEO) through the Research in Illinois to Spur Economic Recovery (RISE) grant program to create a citywide economic recovery plan aimed at accelerating economic recovery from the COVID-19 pandemic. The City is seeking a qualified consulting firm to spearhead the update of our 2010 economic development plan. The consultant would be responsible for performing research, conducting stakeholder meetings, analyzing data and feedback, and synthesizing an economic recovery plan that is in accordance with the RISE grant Notice of Funding Opportunity (NOFO) and aligns with the goals laid out in the state of Illinois' 2019 "Plan to Revitalize the Illinois Economy". This plan would include specific strategies, initiatives, and investments that would support robust and equitable economic growth during the recovery from the COVID-19 pandemic and beyond. please direct all questions concerning the RFP to the Economic Development Director at steven.mitchell@explorecarbondale.com or (618) 457-3286. The due date for the RISE grant application is 5:00 PM Central, May 9th, 2022. DCEO anticipates establishing grant agreements with successful applicants by late Spring 2022. Work will begin after notice of grant award and the signing of the State grant agreement. If awarded, we anticipate that there will be approximately nine (9) months available to complete the scope of work. The City is willing to sign a contract with a consultant that is contingent upon a grant award. If awarded, all grant administration and reporting requirements will be performed by the City as the grantee. The right is reserved, as the interest of the City may require, to reject any or all proposals and to waive any nonmaterial informality or irregularity in the responses received. The City will select a Consultant based on the below timeline. The selection will be based on which proposal best meets the City's needs. The method of Contractor Selection has not been Determined at this time.
