Reference Number 0000221246 Source ID PP.CO.MB.779467.C81840 Purchase Type Duration: 6 months Option: irrevocable option to extend additional period of up to 2 months Bid Intent Not Available Question Acceptance Deadline 2022/04/21 02:00:00 PM CDT Questions are submitted online No The Workers Compensation Board of Manitoba (WCB) invites firms to submit a Proposal for the following: Architectural schematic design drawings and technical specifications designs for future WCB tender of North entrance improvements to the exterior plaza and approach from the parking lot, including parking lot repairs/resurfacing, at 333 Broadway in Winnipeg, Manitoba. Description of Services: The WCB requires the Contractor to provide the architectural schematic design drawings and technical specifications for the North entrance walkway improvements and the parking lot repairs/resurfacing projects which will support the WCB's public tender documents for same. If the Contractor determined the WCB's project should utilize CCDC contract documents it shall deliver a copy of same with seal(s), including supplementary conditions as necessary, to contract with the successful vendor to the tender. The Services will include the following components: a) Schematic Design- provide conceptual drawings that the WCB will need to approve (the WCB is including a design drawing of the concept it expects to have built for the North entrance, subject to any limitations identified by the Contractor). b) Design Development- provide design work required to build the WCB's concept. c) Construction Documents- complete drawings/specifications that are ready for tender purposes (and CCDC contract forms if determined appropriate). d) Tender Review- assist the WCB in selection of a successful vendor from proposals received (the WCB has ultimate decision of which vendor is awarded a contract). e) Construction Administration- assist the WCB with the construction process including start up, progress payment review, change control, etc. The tender for this project is expected to include the following: Parking Lot Repair and Levelling Scope: There is an expectation for the main parking lot to have an assessment done to evaluate the merit in conversion of the lot to diagonal parking with one way traffic, while maintaining an existing electrical receptacle for each stall. The main lot and smaller visitor's lot should have all low spots filled, structurally weak areas cut open and base corrected, the entire lot top coated (to look new), and lines all to be repainted. The parking lot work will take place in two phases, so that staff parking can be maintained during the construction period, anticipated to occur between July 1-August 30, 2022. North Entrance Walkway improvements: The North entrance walkway work will be done in such manner that WCB staff and clients may still utilize the subject entrance. The closure of the wheelchair ramp needs to be kept to a minimum. If the wheelchair ramp needs to be closed a temporary structure will need to be built. Additional electrical requirements shall be included in the drawings and specifications, including, but not limited to: empty conduit from the WCB building to the existing generator housing in the main parking lot (for future generator capacity increase); security system piping/cabling from the WCB building to centre aisle at both existing light standards in the main parking lot to accommodate CCTV cameras; and a speaker system at the existing first light standard in the main parking lot which can be controlled from the security desk located on the main floor of the WCB building. An electrical service calculation is required with the parking lot to see what, if any, capacity exists for quick electric vehicle charging. If there is not adequate electrical capacity the Contractor will include specifications for additional circuitry to be run to the visitor parking lot. The future tender will include a requirement for 3-4 charging stalls. The WCB anticipates requiring the drawings and specifications to be complete in order to support the WCB's public tendering documents by no later than May 19, 2022. The Contractor will also be required to assist the WCB staff in evaluating Proposals received from the WCB's public tender. The Contractor will not be permitted to participate or provide assistance to any third party participating in the WCB's tender. The Services shall normally be performed during Business Hours. However, the WCB may request some of the Services to be performed outside Business Hours from time to time, as deemed necessary, in the unfettered discretion of the WCB. The Contractor shall not be entitled to charge overtime rates unless specified in the Fee Schedule. The Vendor must have experience and knowledge with the following: a) minimum of ten (10) years architectural landscape experience; b) minimum of ten (10) years working on similar projects; and c) minimum of ten (10) years of accessibility related work experience. The Proposal should include an overview of the proposed resource(s) being offered, including profiles of work which highlight their experience performing similar projects. Even if the Contractor is not required under The Workers Compensation Act to have and maintain workers compensation coverage in Manitoba, the WCB shall require the Contractor to purchase and maintain workers compensation coverage for its workers who will be providing the Services in Manitoba. The Services shall be provided onsite at the WCB's facilities and from the Contractor's facilities located in Canada, as applicable, unless otherwise agreed in writing. It is expected the Services will be required over an initial period of six (6) months with a preferred start date of May 5, 2022. The WCB shall have an irrevocable option to further extend the Services on the same terms and conditions and fees for one (1) additional period of up to two (2) months. The completion date will be a factor in the tender award process. Due to restricted access into the building and the intent to provide all Vendors with the same information late arrivals will not be allowed to catch up with the group once the group has left the main lobby. Vendors must have a representative attend the Compulsory Onsite Visit and have their attendance recorded by the WCB for the Vendor's Proposal to be considered. All attending representatives will be required to sign a "Pledge of Confidentiality & Restriction on Use of Information" due to possible contact with WCB confidential information during the Compulsory Onsite Visit. Vendors should confirm with Dennis Antosh, Supervisor, Facilities (204-954-4629) if planning to attend. The method of Contractor Selection has not been Determined at this time.
