Introduction: The U.S. Customs and Border Protection (CBP), Office of Information and Technology (OIT), is seeking market research information for CBP to develop an acquisition strategy to acquire Infrastructure Network Cable Installation & Maintenance Services. While the purpose of this action is to seek feedback and inputs, the government envisions the NAICS Code 238210 Electrical Contractors and Other Wiring Installation Contractors and PSC Code N061 Installation of Equipment-Electric Wire and Power Distribution Equipment. The OIT is responsible for implementation and support of information technology (IT), research and development functions, and developing technological strategies for automation of mission related business needs. OIT personnel manage all computer and related resources, including all operational aspects of the Computer Security Program; establish requirements for exchange of electronic data between CBP, public users (travelers and international trade), other Partner Government Agencies (PGA); and manage development and support of automated processing of goods and travelers. This Request for Information (RFI) is issued solely for informational and planning purposes and does not constitute an Invitation for Bids (IFB), Request for Proposals (RFP), or Request for Quotes (RFQ); nor does it constitute a commitment, implied or otherwise, that CBP will conduct an acquisition for these services. Responses to this notice are not offers and shall not be interpreted to be a binding contract. CBP will not be responsible for any costs incurred in furnishing this information. All costs associated with responding to this RFI are solely at the expense of the interested party. The information provided in this RFI is subject to change and is not binding on the Government. All submissions will become the property of the Federal Government and will not be returned. Not responding to this RFI does not prevent participation in any future procurement, if any. All information received resulting from this RFI will be used by CBP for Acquisition Planning and Market Research purposes only. Information received will be for internal CBP use only. However, your response may be releasable to the public under the Freedom of Information Act (FOIA), 5 U.S.C. 552, and the DHS FOIA regulation, 6 C.F.R. Chapter 1, Part 5. CBP will review all responses to this RFI and at its discretion, may invite vendors for one-on-one exchange meetings to clarity information provided in their written response. Please note that Respondents to this RFI should not expect to be notified of any results derived from a review of the information provided. Additionally, CBP will not entertain any contractor questions prior to submittal of your response to this RFI; nor will CBP answer any questions if they are submitted to the Contracting Officer (CO) after responses have been received. This RFI is a standard business process whose purpose is to collect written information about REQUEST FOR INFORMATION/ SOURCES SOUGHT (RFI/SS) FOR DHS/CBP FIELD SUPPORT DIRECTORATE 3 the capabilities of a specified market. This RFI is intended to gather information, assist in the development of strategy, build a market database, and may aide in the preparation of requirements. Background and Objectives Background: CBP is dependent upon information from data, voice, audio video, Telecommunications (TACCOM) communications and Wireless systems to fulfill its mission. The dynamic growth, shifting patterns, deficits, and the expanding use of trade information by customers and end users in both the private and public sector have placed increased performance requirements on these systems. Therefore, there is an escalating requirement for better, faster, and more robust access, functionality, responsiveness, and availability for data from all of these systems. OIT is responsible for supporting business processes with the design, development, programming, testing, implementation, training, and maintenance of CBP automated systems. OIT is responsible for management of all CBP computer facilities and systems including hardware, software, data, voice, video, TACCOM communication systems and related resources. The potential for this requirement is to address: (1) The installation of network topologies, (2) A cabling infrastructure backbone, (3) Related equipment to support data, voice, video, TACCOM communication systems, (4) Other wireless IEEE 802.1x infrastructure (WLAN). Objective: CBP is seeking industry feedback regarding best practices and methodologies for performing Information Technology (IT) infrastructure network cable installation and maintenance services in accordance with the Statement of Objective (SOO) extract, Attachment A. This includes facility cabling, comprised of site survey, installation, testing, diagnosing and maintenance of data, voice, video, TACCOM communication systems and other wireless IEEE 802.1x infrastructure (WLAN). This will include cabling and equipment installation, repair, testing, certification, and verification at geographically dispersed CBP locations - new and existing - domestic and international. Functions may include remote locations, historical locations, government-owned and government-leased buildings, and other limitedaccess facilities. Other functions in the effort include the use of various LAN and WAN cabling backbone topologies, domestic and international, with limited turnaround times. Instructions for Responding to this RFI: A. Please respond to the attached questions (Attachment B) in no more than ten (10) pages. In addition, please complete the desired contractor qualifications requirements form (Attachment C) provided below by checking the appropriate response in each applicable box (yes or no). REQUEST FOR INFORMATION/ SOURCES SOUGHT (RFI/SS) FOR DHS/CBP FIELD SUPPORT DIRECTORATE 4 B. In addition, the government will accept white papers providing a more in-depth treatment of issues you deem to be important for this effort. The white papers do not count against the ten (10)-page RFI response limit; however, white papers should not exceed five (5) pages. C. RFI responses shall not contain any propriety information. If a white paper is submitted in addition to the RFI response, please ensure any proprietary information is portion marked appropriately. Please note that any information in white papers marked 'proprietary' will be considered for informational purposes only and will not be incorporated in the development of requirements or an acquisition approach.
