It is the Owner's intent to award each Bid Item for the project to lowest responsive Bid. The Responsible Contractor submitting the lowest responsive Bid Item Price shall perform work consisting of concrete sidewalks/drives, tennis courts, crack seal, sealcoat, reclamation, and re-striping of parking lots, drives and pathways at multiple sites throughout the District. All interested bidders (Prime Contractors and Sub-Contractors) must submit with their bid the "Responsible Contractor Certificate" as provided in the Bid Documents verifying compliance to Minnesota Statute 16C.285, Subd. 3. A Bid Bond or Certified Check for 5% of the maximum bid payable to Independent School District 196, is required as a guarantee that if the bid is accepted, the Bidder will execute and file the proposed contract and provide 100% Performance and Payment Bonds within ten (10) days after the award of the Contract. The Certified Check will be returned to the Bidder as soon as the Contract and Bonds are executed. If, after ten (10) days, the Bidder shall fail to execute said Contract and Bonds, the Certified Check or Bid Bond shall be forfeited to Independent School District 196, as liquidated damages. The Owner reserves the right to waive irregularities and to reject any and all bids. No bid may be withdrawn for a period of thirty (30) days after the date set for the opening thereof. As indicated in the Bidding Documents and at the Owner's discretion, liquidated damages in the amount of Five-Hundred-Dollars ($500.00) per calendar day will be assessed against the Contract if the project is not completed on the dates indicated. PROJECT SCOPE A. Furnish and install all contingent work as necessary and required to fully complete the Project per the intent of these Construction Documents. Provide all labor, materials, services, and incidentals necessary to perform the following work. Painting includes all light pole bases if they are contained in the parking lots. B. Provide and install silt fencing, bio-logs, and catch basin filter fabric as required and indicated on the Drawings to contain soil run-off/contamination. C. Prior to renewing lots as is and re-striping lots (at sealcoat and reclamation areas), Contractor shall submit to Owner and Engineer proposed striping plan for approval. Under no circumstances shall Contractor proceed with striping procedures without Owner's approval. Re-striping plans are contained in the Drawings. Multiple Locations Are Available In This Project.
