Contract Award Date: Apr 27, 2022 Contract Award Number: 1333MG22PNCNS0020 Task/Delivery Order Number: Contractor Awarded Unique Entity ID: FVNUWA8C68J1 Contractor Awarded Name: Petroleum Recovery Services, LLC Of South Carolina Contractor Awarded Address: North Charleston, SC 29418-5922 USA Base and All Options Value (Total Contract Value): $20803.20 The National Oceanic Atmospheric Administration (NOAA), National Ocean Service (NOS) has a requirement for removal and replacement of above ground DW plastic piping currently connected to the 10,000 gallon fuel tank with new black iron piping and to replace the Bell Sensor on existing Veeder Root System at the Hollings Marine Laboratory, Charleston SC which requires a completion within 90 days from receipt of a contract. See RFQ and Statement of Work for additional details. The Hollings Marine Laboratory (HML), 331 Fort Johnson Rd., Charleston, SC 29412 has the requirement to remove and replace above ground DW plastic piping currently connected to the 10,000 gallon fuel tank with new black iron piping and to replace the Bell Sensor on existing Veeder Root System. Objective The objective of this requirement is to replace the DW plastic piping on the Building's 16-year-old 10,000- gallon fuel tank due to age and safety concerns, and to prevent fuel spills into the environment. The fueling line replacement will provide a margin of safety for fuel traveling from the buildings fuel tank to the boiler systems and shall meet OSHA, NFPA, EPA and building codes. A failure of piping lines could result in fuel entering the local marsh lands and damaging the local environment system which could result in loss of animal life, a substantial safety hazard, monetary loss to the United States Government. Background The complexity of the science research located at the HML requires maintaining heating and air conditioning to ensure Laboratory operating conditions. The emergency fuel pumping system is our backup system to allow a continuing safety net to keep our animals and experiments alive and undamaged. Therefore, the need to ensure availability and safety of all backup fuel pumping systems is critical. SITE VISIT Interested offerors are strongly encouraged (but not required) to attend a site visit at the Hollings Marine Laboratory, Charleston SC. The site visit times and date will be promulgated by the Contracting Officer of Record. During the site visit, prospective vendors will have the opportunity to review existing site conditions, verify measurements, and inspect locations around the facility where material laydown areas can be set up for the purpose of formulating a quotation. It is the Contractor's responsibility to confirm existing conditions and evaluate project requirements listed in the Statement of Work herein. The Contractor must confirm accuracy of any and all sizes, lengths, and dimensions for the purpose of developing their quotation. Failure to determine existing conditions will not be considered a basis for granting additional compensation. The Facility Coordinator will be available to answer questions during the site visit Qualifications The selected contractor must show competency and experience with Heating, pumping and plumbing, and shall also demonstrate a mechanical knowledge of installation and operation of the Veeder Root control system. The contractor shall be able to weld galvanized material and install black iron plumbing in relation to the existing fueling system. The contractor shall provide factory trained, skilled, professional technicians, which are familiar with plumbing and Veeder root fuel equipment operation and installation. The Contractor at the time of submitting a quotation, shall have all applicable licenses as required under the laws of South Carolina, the federal government, and local ordinances for the performance of work under this agreement. Scope of Work The purpose of this contract is to remove and replace all above ground DW plastic piping, and replace with black iron piping (approximately 90' of 2" piping, and approximately 150' of 1" piping) that will be attached to the above ground 10K fuel tank. The contractor is responsible for confirming all lengths of piping required prior to removal of existing pipes. Additionally, the contractor shall replace the Bell Sensor in the existing Veeder Root fuel system, and change out entry boots as needed. The contractor shall furnish all necessary supervision, travel, lodging, labor, parts/material, equipment, services, necessary to successfully fulfill this requirement herein. The Contractor shall ensure containment of any and all potential fuel leaks or spills from fuel lines during demolition/removal of old fuel lines and installation of the new black iron pipes to ensure contaminants do not enter the ground or local marsh lands. Any spillage of excess fuel shall be properly cleaned up and disposed of IAW OSHA, NFPA, EPA, building codes, federal, state, and local laws and regulations. Primary access to the Fuel Tank enclosure area will be coordinator with onsite Facilities Coordinator Richard Sparkman. The location of the pumps, motors and couplings are in several areas of the 1 st floor E-section chiller room and 2 nd floor E-section boiler room in which each location will require lock out tag out procedures along with eye and hearing protection. Removal, installation, and activation of each pump, motor and coupling, will occur sequentially so that only one (1) of the fuel motor's, pump and coupling is off line at any given time during the demolition, replacement and activation process unless required for safety purposes. During this time, all of HML's day-to-day operations so that in case of emergency the client shall experience limited interruption. Any limited interruption shall be confined to the days of actual demolition and installation, and the contractor shall make every attempt to notify the Facility Manager or Facility Engineer at least 48 hours prior to the anticipated impact. All supplies and materials can be delivered to the loading dock at Hollings Marine Laboratory, and the Facility Coordinator will supply any forklift or carts that maybe needed to move the material. All safety requirements, and electrical tag out procedures will be coordinated with the onsite Facility Coordinator. Requirements: The Contractor shall be responsible for completing the following tasks: 1. The Contractor is responsible for obtaining any and all required permits in accordance with OSHA, NFPA, EPA, federal, state, or local city regulations or building code requirements. 2. Provide the Government Technical POC with a schedule for the following tasks at least 10 days prior to commencing work: 3. Complete removal of the DW plastic fuel lines. 4. Installation of new size matching black Iron fuel lines, couplings and galvanized Unistrut to hold lines in place while ensuring that all piping and installation meet Federal and State current code and regulations. 5. Replace Bell Sensor in existing Veeder Root system. 6. Properly dispose of all removed piping material and equipment per State and Federal Regulations and codes. 7. Run operational and safety tests on each fuel line and new Bell Sensor for existing Veeder Root System in the presence of the Facility Coordinator. 8. Pressure test and check each installed fuel line after installation and provide results to Facility Coordinator. Guarantee of Work: Contractor shall guarantee all work and agree to remedy, at its own expense, any defects caused by poor workmanship or materials in addition to meeting or exceeding specifications listed herein. PERIOD OF PERFORMANCE: All work shall be completed within 90 days from date of award. Environmental compliance may include but are not limited to the National Environmental Policy Act Endangered Species Act, Clean Water Act, National Historic Preservation Act, Essential Fish Habitat Provisions of the MagnusonStevens Act, Resource Conservation and Recovery Act (RCRA), etc. Conformance with Environmental Management Systems The Contractor shall perform work under this contract consistent with the relevant policy and objectives identified in the agency, organizational, or facility environmental management system (EMS) applicable for your contract. The Contractor shall perform work in a manner that conforms to all appropriate Environmental Management Programs and Operational Controls identified by the agency, organizational, or facility EMS, and provide monitoring and measurement information as necessary for the organization to address environmental performance relative to the environmental, energy, and transportation management goals. In the event an environmental nonconformance or noncompliance associated with the contracted services is identified, the contractor shall take corrective and/or preventative actions. In the case of a noncompliance, the Contractor shall respond and take corrective action immediately. In the case of a nonconformance, the Contractor shall respond and take corrective action based on the time schedule established by the EMS Site Coordinator. In addition, the Contractor shall ensure that their employees are aware of the roles and responsibilities identified by the environmental management system and how these requirements affect their work performed under this contract. 1) Register at front desk and receive a temporary pass for one day (if needed a door pass card will be provided). 2) The front desk personnel will have you read a brief statement concerning the EMS. The Facility Engineer or designated maintenance staff member will convey to the contractor any other items that need to be done to protect HML and the environment. All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 11:00 A.M. Eastern on April 20, 2022; any award resulting from this RFQ will be made based on best value to the Government. Factors considered (but are not limited to) include technical approach and capability, past performance, and price. Quotes must be submitted electronically via e-mail to scott.beliveau@noaa.gov .
