Renovation of a residential development in Waynesburg, Pennsylvania. Completed plans call for the renovation of a residential development; and residential development.
The County of Greene, an "Equal Opportunity Employer", will receive proposals for General Contractors April 29, 2022 to complete various housing Rehabaialtion projects. This will be a total of fifteen (15) housing rehabilitation projects. The projects have been clustered to create more substantial projects. There are a total of eight (8) bid packages. Contractors are welcome to bid on select or all projects Construction mobilization of up to 25% of the contract less 10% retainage will be issued upon Notice to Proceed. Payments will be issued by the County of Greene in progress intervals. Upon Progress Inspections, payments less retainage, will be issued at 25%, 50% and 75% completion. Final payments and retainage are released upon Certification of Completion and Final Inspection. These projects are financed through the Greene County Home Investment Partnership (HOME) Program through a grant from the U.S. Department of Housing and Urban Development (HUD) administered by the Department of Community and Economic Development (DCED). Federal and State requirements apply. The HOME program provides grants for housing rehabilitation for low to moderate income homeowners in Greene County. PA Prevailing wage rates apply to most all packages and some units require lead, radon and/or asbestos remediation. Contractors must be registered with the System for Award Management or be actively working with Greene County to register at the time of bid submission. Call us and we will help. This program focuses on providing decent, safe, and sanitary affordable housing, primarily for low-income citizens in the County of Greene. Housing Rehabilitation projects will be performed on residential properties located in Greene County. Required general contractor services may include, but are not limited to: following the scope of work prepared by the housing inspector for work such as stabilization of structures, exterior finishing, roofing, windows, masonry, HVAC, framing, drywall, plumbing, kitchen & bath remodeling, flooring, landscaping and other related services following detailed work descriptions which cause the subject structure to meet acceptable HUD Quality Standards and local building codes. After rehabilitation, securing and documenting of related costs for the needed work write- up repairs. At east one general contractor from each firm must have or obtain Lead safe RRP (Renovation, Repair, and Painting) certification through an EPA certified training provider. The general contractor shall procure and maintain, at its expense, subcontractors to complete any area of work which the general contractor is not qualified to complete (i.e. HVAC or other areas requiring licensure for which the general contractor is not licensed to complete nor employs any worker possessing such qualifications). Contractors are required to provide: o PA HIC license o RRP Lead certification o Proof of insurance coverage as follows: o Workers Compensation Employers Liability $1,000,000 per Occurrence o General Liability $1,000,000 each Occurrence / $2,000,000 Per Project Aggregate o Automobile Liability $ 1,000,000 Combined Single Limit o Umbrella Liability $ 1 - 5 MM per occurrence over WC/EL, GL and Auto
