Request for Proposal Pursuant to Metropolitan Code of Laws (M.C.L.) Section 4.12.040, this solicitation document serves as the written determination of the Purchasing Agent, that the use of competitive sealed bidding is neither practicable nor advantageous to Metro. Therefore, this solicitation will facilitate the entering into of contract(s) by the competitive sealed proposals process. The proposal process, flexibility and limitations are governed by the Code and related Procurement Regulations. The proposal selection method permits discussions with offerors who submit proposals determined to be reasonably susceptible of being selected for award. Modifications in proposal content, comparative judgmental evaluations of the proposals, corrections, and scope adjustments, may occur at the request of the Purchasing Agent or their designee. There may be one or more amendments to this solicitation. Solicitation amendments are included as updates to the original solicitation. It is the offeror's responsibility to remain informed on all solicitation amendments and submit the solicitation response incorporating all amendments. Offers to Metro online solicitations are required to be submitted within the iSupplier online environment unless otherwise stated. Hard copy offers will not be considered except as required by law. Any response to this solicitation is a formal waiver of any claims of confidentiality regardless of what may be stated, printed, or implied in the submission and/or attachments submitted. All information is made a Public Record after an award is made. The only official position of Metro is found within this solicitation document including answers provided in response to questions raised. The online discussion tool within iSupplier is the appropriate tool for all questions or communications concerning this solicitation. Metro reserves the right to issue additional rounds as it deems necessary for the purposes of evaluation. Additional rounds may include, but not be limited to, Offeror interviews. Metro reserves the right to make multiple awards for a contract if it is deemed in the best interest of Metro. The Metropolitan Government of Nashville and Davidson County (Metro) and the Department of General Services (DGS) are soliciting proposals from manufacturers and/or authorized representatives/dealers to supply Non-Networked EV charging stations (EVSE) and necessary accessories for various METRO facilities on as needed basis. The objective is to enter (a) five-year contract(s) with the selected service provider(s) to achieve the purposes listed above. The resulting contract(s) will be indefinite delivery/ indefinite quantity (IDIQ) for the proposed scope of work in this RFQ. Metro reserves the right to award multiple contracts if it is in the best interest of METRO. Metro does not guarantee to purchase a minimum or maximum amount of the requested services. Services shall be requested on an as-needed basis. The purpose is to find qualified service provider(s) to deliver services identified in this RFP, in the most cost-effective, professional and efficient way to METRO. General Scope Requirements: EV Charging Station Technical Specifications EV charging stations shall meet, at a minimum, the following specifications and requirements: Unless otherwise stated, all EVSE supplied as a result of this RFP shall be new only, never used, and of the latest model from the manufacturer and not re-manufactured. Weatherproof equipment, including, but not limited to, resistance to rain, wind, and flooding with a minimum equipment enclosure rating of NEMA 3R or equivalent. Use of high quality and visually attractive materials that are not intrusive to the existing host site. Compliance with National Electrical Code, CE, IEC, UL and other relevant regulations or manufacturer's jurisdiction (the more stringent shall apply), for safety and operation. Charge connectors with self-retractable cables, or cable management options provided. Security design that is both tamperproof and vandalism-proof, such as tamper-resistant screws, anti-vandalism hardware, locked enclosures, and graffiti-resistant coating. Safety features must include, overcurrent protection, ground fault circuit interrupt (GFCI), ground verification, and stuck relay detection. Capable of power-sharing or demand management from a single circuit between a single or dual-port charging station. See attached "Scope of Services" for product specifications. Services", a full explanation of the reasons why Must be included in your Proposal. Metro reserves the right to order any EVSE or parts necessary under the resulting contract(s).
