Site work and new construction of a civil project in Watkins, Colorado. Completed plans call for the construction of a water / sewer project; and for site work for a water / sewer project.

The Prosper WWTP and WTP will be located in a new development in Arapahoe County along I-70, immediately south of Watkins, CO. Deadline to Submit Questions 4/25/2022 Response to Questions Issued 5/2/2022 Est. Value Notes: Estimated cost: $18 million; VE Goal: $16 million Est. Completion Date: Dec. 31, 2023 Preconstruction Phase Services CMGC will provide preconstruction phase services to support the Engineer in developing a cost estimate and schedule for the project based on the current design, identifying cost saving alternatives and the estimated cost and schedule impacts, identifying long-lead procurement items, and early procurement and work package items to accelerate the construction schedule. During this phase, the Engineer will coordinate with the CMGC and Owner to evaluate the cost saving alternatives and their respective impacts on permitting, design, and project schedule. Engineer will incorporate approved alternatives into the design and advance the design to the level of completion necessary to obtain required permits and approvals and will provide construction-ready documents prior to the initiation of the construction-phase services. When cost saving alternatives have been selected and Engineer has revised the design documents to 90% completion, the CMGC will present a construction schedule and an open-book guaranteed maximum price (GMP) proposal to the Owner in accordance with the CMGC contract, which includes the cost of the work through commissioning and start-up, general conditions pricing, overhead and profit either as a percentage mark up or fixed dollar amount, and a negotiated contractor contingency. Early procurement and partial work packages may be considered in order to accelerate the project schedule and will be executed through a series of contract amendments with associated GMPs. When the Owner and CMGC have agreed on the construction price, the construction-phase services are authorized and initiated. (If the Owner and the CMGC are unable to agree on a price for construction-phase services, the Owner reserves the right to terminate the existing CMGC Contract and begin negotiations with another CMGC, or direct the Engineer to complete the design and prepare construction documents for public bidding of the Project.) Construction Phase Prosper Wastewater Treatment Plant The Work to be performed includes the construction of the Prosper Wastewater Treatment Plant. The proposed facilities include an influent lift station, cast-in-place concrete process basins, 5,100 SF process building to house headworks and secondary process equipment including fine screening, grit separation, pumps, blowers, UV disinfection, and Owner furnished MBR process equipment. Associated site civil and storm water facilities will also be constructed. Construction of an access road and rough grading of the site were completed in 2019. The Owner contracted with Evoqua (now a division of Dupont) for supply of the MBR Process Equipment. The original scope of supply for MBR equipment to be provided as Owner furnished is detailed in Appendix B to the WWTP bidding documents. The WWTP project was released for bid in 2019 but was not awarded. Subsequent to the WWTP bid, the MBR supply contract was terminated. The majority of the MBR equipment was delivered to the Owner in 2020 and has been stored and maintained since that time. As part of the termination of the MBR Equipment contract, a portion of the original scope of supply was removed from the contract including membrane modules, specialty membrane tools, unused engineering and field services, and warranty coverage. Concurrent with the CMGC selection process and during the preconstruction phase of the project, the Engineer will coordinate with the MBR Manufacturer to obtain a proposal for the omitted materials and services and for extension of warranty coverage. The intent is that the CMGC will enter into an agreement with MBR manufacturer to provide the necessary remaining equipment, services, and warranty coverage to support the installation, startup, and commissioning of the MBR system including both Owner and Contractor furnished items. Prosper Water Treatment Plant The water treatment plant (WTP) scope includes a building housing pumps; chemical storage, pumping, and metering equipment; HVAC equipment; piping and valves; instrumentation; and other ancillary items. A separate room in the building houses the electrical equipment for the facility. A clear well sits under a portion of the building. A water tower and associated equipment is located on the site adjacent to the building. Rough grading was completed at the WTP site in 2019. Two existing wells and an associated metering vault, electrical, instrumentation, and control equipment, and piping are located on the site adjacent to the building. The power and control for the existing wells will be tied into the power and control for the WTP.
