The City of Richmond is accepting bids for the construction of the FY 22 City Sidewalk Improvements, to provide general contracting services that include, but are not limited to: mobilization, maintenance of traffic (vehicular and pedestrian), street closures, sidewalk construction, sidewalk and curb demolition and replacement, handicap ramp installation, pavement patching, tree root work, tree removal, stump removal, adjusting utility castings, adjusting/replacing drainage basins, and all other work necessary to repair existing sidewalk. These sidewalk improvements/repairs will improve pedestrian access and safety all throughout the City. Contracts will be awarded based on funding being appropriated by the City's approved 2022 Budget. The contracts will be a 365 day contract from the original Notice to Proceed. The City reserves the right to renew this contract for up to 3 one-year periods. The Contractor can reserve the right to an increase based on VDOT's Fuel and Concrete price adjustment increases at the time of renewal. The Contractor will be compensated for Mobilization and Traffic control based on the total square yard of work performed by the contractor. Except in an emergency, all bids for construction Contracts in excess of $100,000 shall be accompanied by a bid guarantee of not less than five percent (5%) of the bid amount set forth in item 14 of the Bid Form. Such security may be a certified check or a cashier's check or a Bid Bond made payable to the Owner. The Owner may require bid security for lesser bid amounts, however, this will be so stated in the Invitation for Bid. Contract or Contract Document means the written agreement executed by the Owner and Contractor setting forth the obligations of the parties, including but not limited to performance of the work, furnishing of labor, equipment and materials, and the basis of payment. It shall include but not necessarily be limited to the Request for Qualifications, Contractor's Submittal, the Invitation for Bid, the Bid, the General Conditions of the Contract, Special Provisions, Performance Bond, Payment Bond, Certificate of Insurance, Drawings, Specifications, Addenda, Minority Enterprise Business forms, written Change Orders, extra Work Orders, and Agreements required to complete the construction of the project, including authorized extensions thereof, in an acceptable manner, all of which constitute one instrument. Liquidated damages in the amount as set herein and under the provisions contained in these General Conditions shall be withheld by the Owner, and any payment to the contractor shall be reduced by the full amount of such liquidated damages. The City of Richmond will make the award to the lowest responsive/responsible bidder. The Procurement office reserves the right to conduct any test it may deem advisable and to make all evaluations necessary. Additional criteria will be considered in the award of Requests for Proposals. The City of Richmond also reserves the right to reject any or all bids/proposals, in whole or in part, to waive informalities and to delete items prior to making the award, whenever it is deemed in the sole opinion of the City of Richmond to be in its best interest. The City also reserves the right to award in whole or in part; to one vendor or multiple vendors, whichever is deemed to be most advantageous and in the best interest of the City.
