The North Carolina Department of Public Safety, Division of Emergency Management, on behalf of the State of North Carolina, wishes to contract for a period of three (3) years from date of award, for sandbags as herein specified by this document. The sandbags will be used throughout North Carolina during disasters and other emergencies to redirect storm debris flows away from properties. Quantities referenced in this document represent the best available estimates of the State's requirements. However, each emergency is unique. Therefore, nothing in this document shall be construed to prevent the State, when necessary, from purchasing additional supplies from non-contract sources, nor shall it be construed to require the State to purchase quantities beyond its actual requirements. It is estimated that the State may require as many as 100,000 sandbags or more because of an emergency. The Contract shall have a term of three (3) years, beginning on the date of final Contract execution (the "Effective Date").
