Site work and paving for a road / highway in Gloucester Township, New Jersey. Completed plans call for site work for a road / highway; and for paving for a road / highway.

The Township of Gloucester reserves the right to consider the bids for sixty (60) days after the receipt thereof, and further reserves the right to reject any or all bids, either in whole or in part and also to waive any informality in any and make such awards or take action as may be in the best interest of the Township of Gloucester, in accordance with applicable law. Bids must be on the bid form prepared by Remington & Vernick Engineers, in the manner designated therein and required by the specifications, must be enclosed in sealed envelopes bearing the name and address of the bidder on the outside and also bearing on the outside reference to the particular work bid upon. Any such bid bond shall be without endorsement or conditions. Bid shall also be accompanied by a certificate letter from a surety company stating that it will provide the bidder with the completion bond. The award of the contract shall be made subject to the necessary moneys to do the work being provided by the Township of Gloucester in a lawful manner. The contract to be executed by the successful bidder will provide that it shall not become effective until the necessary moneys to do the work have been provided by the Township of Gloucester in a lawful manner. The award shall further be subjected to the securing of necessary State, Federal or Local permits governing the work. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq., N.J.A.C. 17:27 (Affirmative Action), N.J.S.A. 34:11-56.25 et seq., and Americans with Disabilities Act of 1990 (42 U.S.C. S12101, et seq.). The contractor is further notified that he must comply with N.J.S.A. 52:25-24.2, and submit a Disclosure Statement listing stockholders with his bid. The contractor is further notified that he must comply with N.J.S.A. 34:11-56.48 et seq. Public Works Contractor Registration Act and he and any subcontractors must be registered in accordance with the act. The contractor is also further notified that he must comply with N.J.S.A. 52:32-44 and submit proof of business registration and submit proof of business registration for any named subcontractors in accordance with the act. BASE BID #1 : (MILL & OVERLAY + FULL DEPTH REPLACEMENT) Scope - 001 6. The contractor is responsible for the location of all utilities and for scheduling all work involved with utilities. Any cost related to his coordination shall be included in his proposal. 7. The contractor is responsible to ensure positive drainage along all roadways to be resurfaced, the contractor shall provide elevations at all depressed curb locations associated with the ADA ramps to ensure positive drainage adjacent to the ramp and at other locations as noted on the plans or identified in the field by the engineer. Separate pavement will not be made for providing elevations, but the costs shall be included in the various items ofthe proposal. The project consists ofroadway improvements to several roadways in Gloucester Township listed below: 5. Homeowners shall have the first right to any landscape material (landscape ties, etc.) removed for the roadway construction in front oftheir property. o 5th Avenue from North Blackhorse Pike to Floodgate Road o 13th Avenue from North Blackhorse Pike to Saint Mark Drive o Highland Avenue from Morgan Street to Line Street o Kearsley Road from Bringhurst Avenue to Saint Moritz Drive o Peter Cheeseman Road from Fox Meadow Drive to Garwood Road o South Otter Branch from Floodgate Road up and including Eastwood Drive o Southwood Court, Timber Court and Otter Branch Court 2. 5th Avenue, South Otter Branch, Eastwood Drive, Southwood Court, Timber Court and Otter Branch Court shall ofreconstruction by excavating the existing roadway and placing a 4" thick dense graded aggregate base course, a 3" thick hot mix asphalt base course, and a 2" thick hot mix asphalt surface course. 3. Topsoil shall conform with the Township ordinance, see Section 917 ofthe Supplementary Specifications. 4. Payment for the removal of debris, existing landscape ties, vegetation, brush and trees, as required for the roadway work, shall be paid and provided under the pay item, "Clearing Site." Payment for the resetting of all mailboxes and street signs, as indicated or as required, shall be paid and provided under the pay item, "Clearing Site." 1. 13th Avenue, Highland Avenue, Kearsley Road and Peter Cheeseman Road shall be milled at 2" depth and overlaid with 2" Hot Mix Asphalt Surface Course after receiving HMA pavement repair as needed and as indicated on the plans. 8. Police Traffic Directors are to be requested from the Township within 48 hours prior notice. There is a 4-hour minimum time duration for officer's time. 9. Contractor is required to provide survey layout services by a NJ State licensed professional land surveyor to ensure that standard curb ramp tolerances are adhered to. Separate pavement will not be made for this work, but the costs shall be included in the various items ofthe proposal. 10. Base Bid #2 shall be the same as Base Bid #1, however, in Base Bid #2 5th Avenue, South Otter Branch, Eastwood Drive, Southwood Court, Timber Court and Otter Branch Court shall consist ofthe in-place construction of a base course by recycling the existing asphalt and aggregate base course and utilizing a stabilizing agent to a depth of 6", then overlaying with a 3" thick HMA surface course. The contractor shall obtain and pay for Camden County Road Permits. Separate payment will not be made but the cost shall be included in the various items ofthe proposal. The above Scope of Work outlines the general items and shall not be construed as being all-inclusive.
