Site work and paving for a mixed-use development in Tallahassee, Florida. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
The work is generally described as follows: Parts A-D - Roadway: Paving and drainage improvements for Scott Drive (approx. 1,900 LF), Endeavor Blvd. (approx. 2,250 LF), School parking lot (approx. 3,000 SY), and Museum and Circle Drive (approx. 2,300 LF). Improvements will include milling existing roadway (full depth reclamation), construction of road base, curb and gutter, concrete inlets, and stormwater culverts. Part E – Water Improvements: Approximately 4,500 LF of 10” PVC watermain with valves and fittings, fire hydrants, water services and connections to existing water lines. The existing master water meters which previously served the Endeavor site will be removed and each customer will become separately metered. Part F - Wastewater: Approximately 1,500 LF of 12” and 1,000 LF 8” PVC gravity sanitary sewer lines with manholes and service laterals. The existing Endeavor Sewer Lift Station will be upgraded by replacing the two submersible pumps. Part G – Demolition: Demolition of Pierce Hall (approx. 15,000 sf), Clinic (S-104) metal roof (approx. 11,000 sf), steam tunnels (approx. 4,600 LF) and some fencing, sidewalks, and concrete slabs. Demolition of Pierce Hall and the steam tunnels will involve proper removal and disposal of asbestos containing materials. Part H – Electrical and Lighting: Most of the original overhead Endeavor site electrical distribution grid has been removed. This project will involve construction of approximately 9,000 LF of 3-phase 15 kV underground electric conduit and pulls boxes (pull boxes to be supplied by electric utility - FPU), concrete pads for transformers and switchgear. The electric utility (FPU) will supply and install all transformers, switchgear, and conductor wire. Lighting work will involve refurbishment of approximately 60 light poles and construction of approximately 6,000 LF of 2” conduit and wiring and lighting controls. A bidder must bid on ALL Parts A through H. A bidder may not submit a bid on individual parts but must bid on all Parts A through H. A bidder shall be a single general contractor. The reason for this is due to all the various parts overlap and including trenching the roads, i.e. if Parts where awarded to various contractors, disputes may arise as to the coordination of work and quality of backfill in trenches, etc. Therefore the County desires to award the contract to a single general contractor. The County may choose to not award all parts or reduce the scope of parts to meet budget constraints. Bidders are encouraged to solicit Minority and Service-Disabled Veteran Business Enterprise participation and provide documentation of such solicitation. The Owner reserves the right to waive any informality and to award the bid based upon the Owner's determination of best interest and best value. Owner may consider ability to perform, past performance and location of contractors office in selecting contractor.
