The services to be provided by the contractor must comply with the content of this call for tenders. Persons and companies interested in submitting a bid may obtain a copy of the tender documents as well as all related documents through the Electronic Tendering System by paying the fixed according to the tariff in force established by the Electronic Tendering System. The tenderer is entirely responsible for ensuring that his tender is deposited at the office of the Municipality at the above-mentioned address. Only submissions received before the above time and date will be considered . Only persons, partnerships, companies and corporations that have a business establishment in Quebec or in a province or territory covered by a market liberalization agreement applicable to municipalities, namely the Agreement on Free -Canadian Exchange (ALEC), the Trade and Cooperation Agreement between Quebec and Ontario (ACCQO), and the Agreement on the Liberalization of Public Procurement in Quebec and New Brunswick (AQNB) Any interested person or group of people interested in participating in the adjudication process covered by this call for tenders (or their representative) may file a complaint with the Municipality regarding this process until the deadline for receipt of complaints indicated on Electronic Tendering System. The Municipality does not undertake to accept the lowest or any of the tenders received or to incur any costs of any kind whatsoever towards the tenderer(s). In addition, the Municipality declines all responsibility with regard to one or other of the tenderers in the event of the rejection of all tenders. The contract is awarded to the compliant bidder having submitted the lowest price, if applicable, by decision of the Municipality, at its sole discretion.
