The Maryland Department of Juvenile Services, an Executive Department of the State of Maryland, hereinafter called "the Department," "Juvenile Services," or "DJS," is soliciting Invitation for Bids (IFB) for a contractor to remove 14 trees and grind 18 stumps at the Garrett Children's Center, 164 Freedom Lane, Lonaconing, MD 21539. This is a Small Business Reserve procurement for which award is limited to certified small business vendors. Only businesses that meet the requirements set forth in State Finance and Procurement Article, 14-501 - 14- 505, Annotated Code of Maryland, and who are registered with the Department of General Services Small Business Reserve Program are eligible for award. The Contract award will be made under the appropriate COMAR Procurement Regulation. If required by Maryland State Guidelines; prior to entering the facility, DJS will screen all contractor personnel for signs and symptoms of COVID-19, including body temperature checks. Anyone who answers "yes" to any of the screening questions, has a temperature of 100.4 [38] or higher, or refuses to participate in the screening process will be denied entry to the facility. Submission of additional terms conditions or agreements with the bid document is grounds for deeming a bid non-responsive and may result in bid rejection. The Department reserves the right to reject any or all bids and to waive any informalities and minor irregularities defects in bids, when in the opinion of the Department it is in the Department's best interests. Bids are an irrevocable offer and may not be withdrawn within 90 days after opening.
