Question Acceptance Deadline 04/25/2022 07:00 PM EDT Questions are submitted online No The City of Fort Collins is requesting proposals from qualified Service Providers/Professionals to serve as the City's on-call consultant specific to the design of paved recreational trails and miscellaneous park improvements. The Professional must be skilled in the following: Trail Alignment Planning Grant writing assistance Community Outreach Services (dependent on the scale/complexity of the project) Graphic/Exhibits Development Civil Engineering Design with a focus on paved recreational trail design Development of Traffic Studies Topographic Surveying and Property Ownership Boundary Determinization Property Appraisals Geotechnical Engineering Structural Engineering Subsurface Utility Engineering Drainage/Floodplain Engineering Environmental and Historical Investigation Services Electrical Engineering Landscape Architecture Irrigation Design Construction Observation/Submittal Review The initial work under this master agreement will be to design approximately 0.6 miles of new trail between Timberline Road and Spindlebush Lane. This trail will tie into a new trail underpass of Timberline Road currently under construction to the north and an existing trail segment to the south. The City has completed a conceptual level design for the trail. The alignment includes two pedestrian bridges spanning Mail Creek. The new trail is adjacent to an existing neighborhood and mitigation to alleviate neighborhood concerns may be necessary. This project will be funded with local dollars and is expected to be constructed in late 2022. The successful Professional will not only address how they plan to successfully navigate an on-call design contract, but also define how they plan to address the initial trail design RFP 9562 Park Planning Design Professional On-Call Page 5 of 33 work order. The successful Profession will need to address all the tasks, issues, and requested information in their proposal; possess the requisite skills, experience, and manpower necessary to produce high quality deliverables; and be motivated to work with City staff, other funding partners' staff, and citizens to accomplish the project goals and objectives. The City's Park Planning and Development (PPD) team manages the development, design, and construction of the City's parks and paved recreational trails. The success of the City's paved recreational trail system is based on its ability to provide a safe and equitable connection which complements the City's natural surroundings and features. The focus of this contract is to partner with a Professional that recognizes the importance of delivering a high-quality design on time and within budget while still meeting the City's goals for the paved recreational trail system. The City anticipates this contract will also be used to assist with miscellaneous civil and traffic engineering needs for park infrastructure design. The City anticipates using local funds for the design and construction of nearly all the projects associated with this contract. The successful Professional should recognize the difference in approach when using local versus federal funds to design and construct a project and reflect this in their proposal. The method of contractor selection has not been determined at this time.
