This Sources Sought notice is updated to add a requirement for vendors to address self-performing capabilities, see paragraph l. At a minimum, the capability statement must include paragraphs a. through l. The response date remains unchanged. The Federal Aviation Administration (FAA) at the William J. Hughes Technical Center (WJHTC) in Atlantic City, NJ, anticipates re-establishing a Qualified Vendor List (QVL) for construction projects for the following categories and associated NAICS codes: Category 1 - General Construction - NAICS code 236220 Category 2 - Mechanical / HVAC-R / Plumbing / Fire Protection and Suppression - NAICS code 238220 Category 3 - Electrical - NAICS code 238210 Category 4 - Telecommunications - NAICS code 237130 Category 5 - Roofing - NAICS code 238160 Category 6 - Experimental Airport Paving and Construction at FAA Test Facilities - NAICS code 237310 Category 7 - Asbestos / Lead / Mold Remediation - NAICS code 562910 Category 8 - Duct Cleaning Services - NAICS code 561790 See Draft Statement of Work for further description. All requirements under the QVL will be Firm-Fixed-Price (FFP). The purpose of this market survey is to solicit capability statements from interested Small Business concerns that are interested in becoming a qualified source for one or more of the above QVL categories. The information received in response to this market survey will be used to determine whether there is a reasonable expectation of obtaining offers from two or more responsible vendors from the following concerns that are competitive in terms of market prices, quality, and delivery: Socially and Economically Disadvantaged Small Business (8(a)-certified) Service-Disabled Veteran-Owned Small Business Historically Underutilized Business Zone Small Business Small Disadvantaged Business Women-Owned Small Business Economically Disadvantaged Women-Owned Small Business In addition, Category 6, Category 7, and Category 8 are not part of the current QVL, so the information received in response to this market survey will also be used to determine if there are interested Small Business concerns capable of performing the new QVL categories. Interested firms must be located in the state of NJ OR approximately 65 miles from the WJHTC if located outside of NJ, and must submit a Capability Statement, which is limited to five pages. At a minimum, the capability statement must include all the following: a. Business name, CAGE Code, and DUNS number; b. Number of years your firm has been in business; c. Types of services provided by your firm; d. Whether your firm is registered under NAICS code 562910 and performs Asbestos / Lead / Mold Remediation Services (Category 7); e. Whether your firm is registered under NAICS code 561790 and performs Duct Cleaning Services (Category 8); f. Category(ies) your firm is interested in qualifying for under the QVL; g. Business Size Classification for the NAICS code for each interested QVL category; h. A list of current New Jersey state licenses or New Jersey trade-specific certifications for each interested QVL category; do not submit copies of actual licenses or certifications; i. Vendor's office location in number of miles from the FAA William J. Hughes Technical Center, Atlantic City International Airport, Egg Harbor Township, NJ 08405, using the Measure Distance feature of Google Maps regardless of whether your firm is located in the state of NJ or not. j. Examples of contracts performed in the last three years that demonstrate the vendor's capability to perform each interested QVL category. Provide at least one example contract for each interested QVL category. Each example must include the following at a minimum: 1) brief description of the services performed; 2) contract dollar value; 3) whether work was performed on a Federal, state, municipal, or commercial facility; and 4) whether work was performed as a prime contractor or subcontractor. k. FOR AIRPORT PAVING AND CONSTRUCTION VENDORS ONLY: In addition to the above, firms responding to Category 6 - Experimental Airport Paving and Construction at FAA Test Facilities are required to submit answers to the questions listed in attachment "QVL Category 6 Airport Paving and ConstructioN-Questions." l. Vendor's capability of self-performing work equivalent to at least 51% of each project for all interested QVL categories. This announcement is not a Screening Information Request or Request for Proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for and is not liable for costs associated with the preparation and submittal of responses to this announcement. Any costs associated with the submission of a response to this request are solely at the interested vendor's expense. Responses should be submitted electronically to the designated Point of Contact in Microsoft Word format or Portable Document Format (PDF) with the subject line "WJHTC Construction QVL Market Survey Response." The method of contractor selection has not been determined at this time.
