The work for the LEWISTON CANAL MODIFICATIONS project shall consist of, but not be limited to, the complete and satisfactory construction of installation of: - Removal of structures and obstructions at existing Cross Canal #3 and Upper Canal locations - Installation of an access ramp comprised of gravels and pre-cast concrete planking at Cross Canal #3 - Cutting, filling, and capping of existing penstock piping at Cross Canal #3 and Upper Canal - Disposal of non-proprietary materials Questions and Requests for Information shall be submitted to John Skelley (jskelley@lewistonmaine.gov) on or before noon, April 28, 2022. Questions and RFIs will be responded to via email to potential bidders on the Plan Holders List and those registered with the City Purchasing Department for this project. All work on the Upper Canal, including final loaming, must be completed by July 1, 2022. All work on the Cross Canal, including final site work, must be completed by December 16, 2022. Each bidder is required to state in his/her Proposal his/her name and place of residence and the names of all persons or parties interested as principals with him/her; and that the Proposal is made without any connection to any other bidder making any Proposal for the same work; and that no person acting for, or employed by, the City of Lewiston is directly or indirectly interested in the Proposal or in any contract which may be entered into to which the Proposal relates, or in any portion of the profits there from, except as provided by the City Charter. No Proposal will be considered unless it is accompanied by a bid security in the form of a bid bond or certified check in the amount of five percent (5%) of the total bid price, made out in favor of the City of Lewiston. All bid securities will be released upon deliverance of a signed Contract or, if no Contract award is made, within forty-five (45) days after the opening of the Proposals, unless forfeited as herein stipulated. A Performance Bond and a Labor and Material Payment Bond, preferably executed on AIA Bond Form Number A311, in an amount equal to the total Contract price, of a surety company satisfactory to the Purchasing Agent, will be required of the successful bidder to ensure completion of the work and the proper fulfillment of the conditions of the Contract. The total Contract price shall mean the total bid price as stated in the Proposal based on the estimated quantities of the various items of work. The Finance Committee reserves the right to waive any formality and may consider as informal any Proposal not prepared and submitted in accordance with these provisions. The Finance Committee reserves the right to accept any Proposal or reject any or all Proposals if it is deemed to be in the public interest to do so.
