The National Park Service, Lassen Volcanic National Park, has a requirement for the removal and replacement of the existing underground water and propane distribution lines that serve the Drakesbad Guest Ranch area, located at the southeast end of the park. The Contractor shall provide all supervision, labor, equipment, testing, and supplies necessary to complete the work as identified in the project specifications and associated documents provided as attachments to the solicitation. All work shall be performed in accordance with local, state, and federal laws. The Contractor shall obtain all necessary permits required to successfully complete the work. Per FAR 36.204 the project range is estimated to be between $500,000 and $1,000,000. The North American Industry Classification System (NAICS) Code for this requirement is 237110, with a corresponding size standard of $39.5 million in annual gross receipts for the past three years. This acquisition is a Historically Underutilized Business Zone (HUBZone) Set-Aside. Offers are solicited only from HUBZone small business concerns. Offers received from concerns that are not HUBZone small business concerns will not be considered. The work of this contract consists of supervision, labor, equipment, testing, and supplies required for the removal and replacement of the existing underground water and propane distribution lines that serve approximately fifteen buildings in the historic guest ranch area. Contract bid item work includes Mobilization/Demobilization (this item consists of all preparatory work and operations for all items under the contract, including, but not limited to those necessary for the movement of personnel, equipment, supplies, and incidentals to the project site and all other work or operations which shall be performed or costs incurred prior to beginning work on the various items on the project site; this item also includes bonding, permits, and demobilization cost), Remove Existing Water Mains (this item consists of removing and disposing of existing non-transite water mains; per the plans, transite water mains may be abandoned in place or removed at the discretion of the contractor at no extra cost to the government provided that all required abatement procedures are followed), Remove & Replace Precast Manhole Reinforcing Rings (this item consists of removing and replacing existing precast manhole reinforcing rings), HDPE Water Main - 6" Trenched (this item consists of constructing 6" HDPE water main as shown in the plans; this item includes, but is not limited to, pipe trenching, furnishing and installing watermain, furnishing and installing pipe bedding, backfill, tracer wire, marker tape and surface restoration), Transite Pipe Connection & Abatement (this item consists of connecting to the existing transite pipe as shown in the plans; this item includes but is not limited to cutting the existing transite pipe, associated asbestos abatement, and furnishing and installing all adaptors and couplings required to make the connection; this item only covers required abatement as shown in the plan. The offeror is responsible for periodically checking the website for any Amendments that may be issued prior to the closing date of the RFP. The Government intends to award a single, firm-fixed-price contract. Award selection will be made on a Best Value determination made after consideration of price and factors other than price (relevant experience, California contractor license, technical competence of key personnel, scheduling and project management, and past performance) as listed in the Request for Proposal. An organized site visit will be scheduled. While not mandatory, offerors are urged and expected to inspect the site where the work will be performed. See Section L of the RFP (when issued) for more information regarding the date, time, and location of the site visit. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
