Project Description: The purpose of Vinegar to Vincent Phase II is to complete a two-phase project that began in 2020 and is to be completed in 2022 and is intended to restore natural floodplain and river function. The John Day Basin Office has partnered with the Bureau of Reclamation to develop the Vinegar to Vincent Fish Habitat Improvement Project. This phase of the project on the Middle Fork John Day River proposes to excavate new river channels, install floodplain and large-woody debris (LWD) structures, construct riffles and bank features, and fill portions of the current river channel. This project is intended to improve floodplain connectivity and improve critical rearing and spawning habitat for Chinook salmon and ESA-listed steelhead. The project has various federal funded sources and is subject to bonding requirements, Davis-Bacon Wage rates, TERO, Indian Preference, and all other federal regulations, as applicable. A Bid Bond for 5% of the proposal is required with your proposal submittal and 100% of the contract price for the Performance and Payment bonds will be due at contract signing. The estimated price range for this project is between $500,000 and $1,000,000. TERO is applicable to Construction Contracts that are $10,000 and over. Phase II of the Vinegar to Vincent Fish Habitat Improvement Project involves in-stream work and will be required to adhere to the in-water work window of July 15 - August 15. *The value for this project is based on a financial range.
