Site work, paving and outdoor lighting for a mixed-use development in Lancaster, Pennsylvania. Completed plans call for site work for a bridge / tunnel; for paving for a bridge / tunnel; road / highway; for outdoor lighting for a road / highway; road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

As of October 17, 2022, construction has been completed on this project. The project construction will be paid for by state funding, including Transportation Improvement Program (TIP) funds and also a Commonwealth Financing Authority (CFA) Multimodal Transportation Fund Grant. The bidding process, contract and conduct of the work must meet the requirements of the various agreements which are included in the bid documents. These agreements obligate the Owner to certain compliance requirements. If said compliance requirements are not followed, funding for the project will be at risk. Bidder's attention is directed to the Technical Specifications Section of these bid documents, which contains the CFA MTF Grant Contract and the PennDOT Multiple Source Funding Agreement. These documents outline the specific contractor bid requirements based on these project funding sources. Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project, and will be required to submit an executed non-collusion affidavit with the bid. Submission of a bid for this Project will be considered the Contractors acknowledgement of these requirements and commitment to adhere to the same. Clarification Deadline 5/12/2022 5:00 Pm The Project Work includes approximately 6,000 linear feet of new two-lane bituminous-paved roadways, consisting of an extension of Walnut Street as SR 1050 from the U.S. 30/Walnut Street (SR 23) interchange to a roundabout intersection with an extended Ben Franklin Boulevard (which will connect to Greenfield Road). Construction will include substantial earthwork (mostly off the existing road network), a new 167-foot-long, 54-foot-wide steel bridge, a roundabout, a segment of the Greater Lancaster Heritage Pathway trail, a trailhead and parking facility, new traffic signals, stormwater management facilities, lighting, and other miscellaneous features. The bid will be for furnishing all labor, materials, supervision, and services associated with the Project Work. All work is to be in conformance with Pennsylvania Department of Transportation Specifications Publication 408 and the Project Bidding and Contract Documents. Pre-qualification of bidders, as specified in Section 102.01 of Publication 408 is required on this Project. Bidders must be pre-qualified by the Pennsylvania Department of Transportation pursuant to 67 Pa. Code Chapter 457, Prequalification of Bidders. The Project Work is funded through state funding sources and will have PennDOT Inspection Oversight. Bids will have a tentative award date of May 26, 2022. A nominal fee of 0.25% of the bid amount (up to $5,000) is assessed only to bidders who are awarded contracts. For bidders who are not the winning bid; there are absolutely no fees. All questions during the bid process shall be submitted Electronically. Each bid shall be accompanied by a bidder's bond, certified check, or cashier's check, in favor of High Properties, a Pennsylvania Limited Partnership in the amount of not less than 10% of the total amount of the bid. The successful bidder shall be bound to furnish and pay for a Performance Bond and a Labor & Material Payment Bond in an amount equal to one hundred percent (100%) of the contract price, on bond forms provided by High Properties, a Pennsylvania Limited Partnership. All bidders must be PennDOT pre-qualified and must complete the non-collusion affidavit contained within the bidding and contract documents. This contract is in accordance with the Pennsylvania Prevailing Wage Act, and the successful bidder shall pay no less than the PA Prevailing Wage Rates determined for the project as stated in the Contract documents. *Information regarding subcontractor bidding has not been disclosed to the content management team at this time.
