Reference Number : 1593158 The National Capital Commission (NCC) is seeking contractors willing to provide the equipment, signage and flagman services required in support of various activity programs in the Province of Ontario for a period of two (2) years. The objective is to identify one (1) contractor with whom the NCC can establish a contract for the bike-weekends program and the active mobility program for Queen Elizabeth Driveway (PRE) or Colonel By Drive (PCB), as well as a Standing Offer Agreement (SOA) for occasional street closures. The successful Contractor will be responsible for the delivery and installation of various signage items which may include but are not limited to traffic signs, electronic signs, flaggers, etc. In addition, the following road equipment will be required: barricades, cones, and others. The Contractor must provide, upon request, street closure plans that comply with the provincial standards in effect. NCC parkways provide user-friendly and safe access to the Capital's riverfronts, green spaces and symbolic landmarks, in addition to encouraging active mobility and outdoor activities along these scenic streets. All inquiries must be submitted in writing and emailed to the Contracting Authority no later than April 19, 2022 in order to be considered by the NCC. Throughout the Contract/DOAC bidding process, the NCC will endeavor to provide responses to inquiries deemed relevant by the NCC and received in writing by the Contracting Authority (by issuing addenda). Only the information provided in the addenda will form part of the Contract/DOAC and any resulting contract. Note that the submission email has a maximum capacity of 30 megabytes. The Bidder may split their Technical Bid into multiple emails (eg email 1A, 1B, 1C, etc.) in order to meet the 30 megabyte limit per email. Bids sent by facsimile and hard copy (submitted in person or by mail or courier) will not be accepted for this bid solicitation. A public opening is not planned. BASIS OF SELECTION: An offer must comply with all requirements of the Contract and the Request for Standing Offer to be declared responsive. The responsive offer with the lowest total evaluated price will be recommended for issuance of a contract and Standing Offer Agreement.
