Service Area: Cities: Alexandria, Fairfax, Falls Church, Manassas, Manassas Park and Winchester. Counties: Arlington, Clarke, Fairfax, Fauquier, Frederick, Loudoun, Page, Prince William, Rappahannock, Shenandoah, and Warren. Questions must be submitted via email; no questions will be answered within 3 days of the close date. Scope of Services Arlington County will receive bids for the provision of vehicle fuel delivery system preventative maintenance and, repair services as well as preventative maintenance services. I. OEM Parts The Contractor shall provide OEM parts for Veeder-Root, Fuelman and Gasboy gauging, dispensing and monitoring systems. The Contractor shall provide parts at a percentage discount from manufacturer's list price. The price list used shall be the most recent manufacturer's price list. The percentage discount provided on the bid form must be a single discount applicable to all parts. The percentage discount provided on the bid form will remain firm throughout the Contract Term. The Contractor shall apply the percentage discount to the unit price in effect at the time of the order is placed. a. Percentage Discount The Contractor shall provide parts at the percentage discount from the price list provided on the Price List form below. The price list used shall be the most recent Contractor's retail pricing sheet. The percentage discount on the bid form must be a single percentage discount applicable to all parts. The Contractor shall apply the percentage discount to the published unit price in effect at the time the order is placed. The initial price list shall remain firm for the duration of the Contract Term. b. Price list The Contractor shall provide a copy of the manufacturer's list price on all invoices provided to the County or at the request of the County. Each time a new price list become available, the Contractor shall notify the County of the new manufacturer's price list. The Contractor shall provide the list price on all invoices provided to the County or at the request of Arlington County c. Delivery All Parts are purchased Freight On Board (F.O.B.) destination freight prepaid to the Arlington County Equipment Bureau, located at 2701 South Taylor Street Arlington, VA 22206. All costs for handling and transportation charges to the designated point of delivery shall be borne by the Contractor. The vendor's facility must be located within a 15 mile radius of the Equipment Bureau. Transportation, handling and all related charges are included in the discount submitted by the Contractor with its bid. d. Delivery Time Bidders will deliver parts to the County no later than within one (1) business day for stock items. Non Stock items shall be delivered to the County no later than within five (5) business days after receipt of order and shall arrive no later than 1:00 P.M. e. Warranty Parts provided by the Contractor shall be covered by the manufacturer's standard warranty. II. Repair and Preventative Maintenance Services The Contractor shall provide Original Equipment Repair (OEM) repair services to the Arlington County Equipment Bureau's Veeder-Root, Fuelman and Gasboy fuel system on an as needed basis. On-site repair services will be provided upon request at the Arlington County Equipment Bureau, located at 2701 S. Taylor St. Arlington, VA 22206. The labor rates provided will remain firm throughout the Contract term. The labor rates provided on the bid form shall include all direct and indirect costs, including shop fees or any other associated fee. a. Repair Services Hours The Contractor shall perform all on-site repair services to the County's fuel system equipment between the hours of 8:00am and 5:00pm Monday through Friday. b. Estimate Repairs shall be priced on a time and materials basis at the labor rate provided on the bid form. The County will pay the Contractor, on completion and acceptance of each assigned job, only for those materials actually used in the performance of the assigned job. Parts used for repairs shall be invoiced at the percentage discount from the Manufacturer's price list. When requested by the County, the Contractor shall provide originals or certified copies of invoices issued by its supplier(s) detailing the materials used on the assigned job. The Contractor shall provide a detailed written estimate of the cost and time to complete the repairs and get the approval of it by an equipment bureau supervisor before commencing work. Payment will not be made for any work that has not been authorized. c. Work Status At the request of the County, the Contractor shall keep the Equipment Bureau updated with the status of work, as well as any delays of the repairs every 24 hours. d. Warranty Services provided by the Contractor shall be warranted for a minimum of 30 days from the point which the County pays the service invoice. e. COVID-19 VACCINATION POLICY FOR CONTRACTORS Due to the ongoing COVID-19 pandemic, the County has taken various steps to protect the welfare, health, safety, and comfort of the workforce and public at large. As part of these steps, the County has implemented various requirements with respect to health and safety including policies with respect to social distancing, the use of face-coverings and vaccine mandates. To protect the County's workforce and the public at large, all employees and subcontractors of the Contractor who are assigned to this Contract, must be fully vaccinated against COVID-19. Any contractor employee or subcontractor who is not fully vaccinated should be following a weekly testing protocol as established by the Contractor, unless exempt pursuant to a valid reasonable accommodation under state or federal law. Contractor should submit the certification of compliance to the Purchasing Agent at the time of contract execution. III. Method of Award Contract award will be based off the bidders offering the lowest on-site labor rate. Bidders are asked to enter a labor rate, the preventative maintenance rate, and the highest percentage discount off of parts. The percentage discount provided by the bidder must be a single percentage discount applicable to all parts and will remain firm for the duration of the Contract. Arlington County will award this solicitation to the lowest responsive and responsible bidder. However, Arlington County reserves the right to make the award to multiple bidders.
