Demolition, site work and new construction of a municipal facility in Corvallis, Oregon. Completed plans call for the construction of a 8,000-square-foot municipal facility.

*As of August 8, 2022, a construction manager has been awarded. Notice is hereby given that Benton County, Oregon is requesting proposals (RFP) from qualified Construction Management (CM) firms for the turnkey build of a Crisis Resource Center, to be located on County owned property at 240 NW 4th Street, Corvallis, Oregon. The total project is expected to provide an estimated eight thousand (8,000) square foot structure to provide critical services to the citizens of Benton County. Benton County is currently in negotiations for the adjacent .23 acre lot to the west at the corner of NW 5th St and Van Buren. If obtained it may provide additional scope to this project. The general scope of work includes: Collaborating with Benton County stakeholders regarding demolition of the existing structure, design/architecture, engineering, space planning, and construction of a new Crisis Resource Center as outlined in Oregon Administrative Rule 309-035-0410. Provide construction management services for a turnkey project completion that is on schedule and within budgetary limits. Collaborate with Benton County IT services for data sourcing and technical requirements. Source and contract with sub-contractors to preform design and construction services. Manage all aspects of construction to include but not be limited to; demolition, design, site preparation, foundation, framing, drywall, paint, flooring, electrical, plumbing, mechanical, security systems, fire systems, lighting, and fixture installation. Manage building furniture design, purchase and installation. Facilitate regular progress and construction meetings. Provide construction drawings, prints, and schematics for permitting, construction and final as-built sets. Manage all aspects of the permitting process. A permit expediter with knowledge of local codes and permit procedures is optional. Provide recommendations related to green building practices and sustainability efforts with efforts made toward a LEED silver certification. Work with Energy Trust of Oregon to maximize available incentive rebates. Maintain a safe work environment per Oregon OSHA regulations and good building practice. Make presentations to the Benton County Board of Commissioners as required. Seek out and make value-engineering recommendations. Manage and relay to Owner all request for information and proposed change orders. Provide to owner final operations and maintenance manuals for install equipment and fixtures. The objective of this RFP is to retain a Construction Management firm to lead the turnkey design, bidding, construction and occupation of the project from start to finish. The RFP will allow Benton County to select and retain a Construction Management firm to perform duties as listed. Responses will be reviewed, scored, and ranked according to the criteria defined in this solicitation document. It is imperative that those who download the solicitation documents check the website regularly for addenda, clarifications, and other notifications that may be pertinent. In addition, all respondents known by Benton County Public Works to have received a complete set of the solicitation documents will receive email notifications when additional items are posted to the website. Each proposal must contain a statement as to whether the responder is a resident GC as defined by ORS 279A.120. The County reserves the right to accept or reject any or all proposals, to add or delete items, to waive any irregularities and/or informalities in any proposal, to postpone the acceptance of the proposal and the award for a period not to exceed sixty (60) working days from the proposal due date, and to make the award that is in the best interest of Benton County. The County may reject any proposal not in compliance with all prescribed public bidding procedures and submission requirements; and may reject for good cause any and all proposals upon a finding of the County that it is in the public interest to do so.
