Demolition, site work and asbestos abatement for a residential development in Wilkinsburg, Pennsylvania. Completed plans call for the demolition of a residential development; for site work for a residential development; and for asbestos abatement for a residential development.

The Project includes the demolition of all structures, asbestos abatement, removal of all materials, and final surface grading and restoration of 10 residential properties. A pre-bid conference for the Project will not be held. Clarification Deadline: 4/21/2022 4:00 PM Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project, and will be required to submit an executed non-collusion affidavit with the bid. Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the project, pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972. This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act ('the Act') which requires all public work contractors and subcontractors to utilize the Federal Government's E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. The estimated cost of this Project is less than Twenty-five Thousand Dollars ($25,000). Therefore, the Pennsylvania Prevailing Wage Act shall not apply. All bids shall be irrevocable for 60 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142). The Borough of Wilkinsburg reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the Borough and to reject any or all proposals. Estimated Value: $125,000 - $150,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Contract Award is currently estimated for May 4, 2022 The Work of Project is defined by the Contract Documents and consists of the following: 1. Project generally includes but is not limited to structural building demolition and all related activities in complete accordance with all federal, state and local regulations. Consideration must be given to abatement activities for the removal of asbestos containing material from the property in compliance with all applicable regulations. Traffic control measures and utilities must be addressed in order to preserve and maintain the safety of the public. After the building is demolished, the site must be backfilled, graded to meet the adjoining surfaces so that it drains runoff without ponding, and restored with topsoil and established grass lawn seed mix. 2. The properties of 810 Franklin Ave, 812 Franklin Ave, and 1012 Ross Ave require asbestos abatement prior to demolition activities. It is also recommended that the asbestos containing materials at 746 Franklin Ave, 754 Franklin Ave, 803 Franklin Ave, and 1006 Ross Ave be abated before demolition All work performed for this project must also be in conformance with the Allegheny County Lead Safe Demolition Requirements, which are included in the demolition specifications of these Documents. 4. Substantial completion for this project includes finish grading and the establishment of 70 percent vegetative lawn growth (as defined by the PA DEP Erosion and Sedimentation Control Manual).
