Renovation of a mixed-use development in Jersey City, New Jersey. Completed plans call for the renovation of a educational facility.

All questions pertaining to the Request for Bids should be directed, in writing, to Lisa Domingues, and sent by e-mail to l.domingues@jcmua.com between the hours of 9:00 a.m. and 3:00 p.m., Monday through Friday. All questions must be received by JCMUA no later than Monday, April 11, 2022, by 3:00 p.m. In accordance with N.J.S.A. 40A:11-23 (c), responses will be issued by either a clarification or addendum mailed or delivered to all parties recorded by JCMUA as having received the Request for Bids. Questions received after 3:00 p.m. on Monday, April 11, 2022, will not be answered. Only questions answered by formal written addenda or written clarification will be binding on the Authority. Oral interpretations or clarifications will have no binding legal effect. Bidders are advised that on April 18, 2022 between the hours of 9:30 a.m. and 4:30 p.m., select representative schools will be made available for prospective bidders to visit. Prospective bidders will meet at the offices of JCMUA, located at 13-15 Linden Avenue East, Jersey City, New Jersey at 9:00 a.m. and will proceed to the selected schools as directed by and accompanied by representatives of JCMUA. Bidders will not be allowed to enter or stray from the group accompanied by JCMUA representatives. All bidders are strongly encouraged to attend the visit to the school sites. Bids are to be submitted in a sealed envelope, addressed to Albert Anderson, JCMUA's Purchasing Agent and marked "Public Bid" with the name and address of the Bidder and the name of the project on the outside of the envelope, sent by United States Certified Mail Return Receipt Requested, overnight delivery or by private courier service to JCMUA's Purchasing Agent, or hand-delivered to JCMUA's offices. Bids will have the date and time stamped upon receipt. Bidder is solely responsible for the timely delivery of the bid and no bids shall be considered that are presented after the date and time for receiving bids. Any Bid received after the date and time specified will be returned, unopened to the bidder. The work includes furnishing all labor, materials and equipment necessary to complete the project as described in the Contract Documents. The project generally consists of the replacement and addition of water fountains and other water fixtures at sixteen (16) Jersey City public schools, including new water services from the city mains, new copper piping inside the schools to connect to the new fountains, drains, electrical work, removal of existing water fountains as directed and all other associated work in accordance with the Contract Documents. You must register with JCMUA and you will be directed to the Engineer for electronic copies of the Contract Documents. Bidders can contact JCMUA by phone, 201-432-1150, or via email addressed to l.domingues@jcmua.com or a.anderson@jcmua.com. Bidders must register via the above emails with JCMUA first in order to be eligible. JCMUA and the Engineer will insure that the electronic documents are distributed; however, JCMUA and the Engineer will not be responsible if the Bidder cannot download the documents. NO BIDS MAY BE SUBMITTED ELECTRONICALLY. Each bid should be submitted, in writing, on the bid pages furnished in the Contract Documents, except as specifically provided in the Contract Documents. Accompanying the bid of a corporation, partnership, or limited liability company there shall be submitted a disclosure statement setting forth the name and address of all stockholders in the corporation or partnership who own 10% or more of its stock, of any class; or of all individual partners in the partnership who own a 10% or greater interest therein, or of all members of the limited liability company who own a 10% or greater interest, as the case may be. If one or more such stockholder(s)or partner(s) is itself a corporation or partnership the stockholders holding 10% or more of that corporation's stock, or the individual partners owning a 10% or greater interest in that partnership, as the case may be, shall also be listed. The disclosure statement shall be continued until names and addresses of every non-corporate stockholder and individual partner exceeding the 10% ownership criteria established in N.J.S.A. 52:25-24.2 has been listed. The requirements of N.J.S.A. 52:25-24.2 are applicable to all forms of corporations, partnerships, and limited liability companies. Bidders and their sub-contractors of any tier must comply with all applicable provisions of the Public Works Contractors Registration Act, N.J.S.A. 34:11-56.48 et seq., and the New Jersey Prevailing Wage Act, N.J.S.A. 34:11-56.25 et seq. No Bidder may withdraw its Bid within sixty (60) days after the date of the opening of Bids except in accordance with N.J.S.A. 40A:11-23.2. JCMUA reserves the right to reject all Bids in accordance with N.J.S.A. 40A:11-13.2, as well as the right to waive minor immaterial informalities, and to accept the Bid for the contract that, in accordance with applicable law, is the lowest, responsible Bid. All bid prices submitted shall hold firm for sixty (60) days from the date of bid opening, per the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq. This contract or subcontract is expected to be funded by in part with funds from the New Jersey Department of Environmental Protection and the New Jersey Infrastructure Bank. Neither the State of New Jersey, the New Jersey Department of Environmental Protection, the New Jersey Infrastructure Bank nor any of their departments, agencies, or employees is, or will be a party to this contract or subcontract or any lower tier contractor or subcontract. This contract is subject to the provisions of N.J.A.C. 7:22-3, 4, 5, 9 and 10. In accordance with the provisions of N.J.S.A. 58:11B-26, N.J.A.C. 7:22-3.17(a) 24 and 4.17(a) 24, the contractor (subcontractor) shall comply with all of the provisions of N.J.A.C. 7:22-9. All bids shall be in conformity with N.J.A.C. 7:22-3.17f with a goal of not less than 10% participation of small business enterprises and controlled by socially and economically disadvantaged individuals (SED's). Further details regarding required SED participation is included in the Information for Bidders and the Supplemental General Conditions of the Contract Documents. JCMUA and any bidders may, in accordance with law, mutually agree upon extensions of time for the award of the contract as may be necessary.
