Site work and renovation of a civil project in Spring Hope, North Carolina. Conceptual plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

1.0 PURPOSE The Town of Spring Hope is soliciting Statements of Qualifications (SOQs) from well qualified and North Carolina licensed engineering firms providing professional planning, design, surveying, permitting, and construction observation/administration services for the design of water and wastewater infrastructure projects located within town limits. The best qualified firm will be selected utilizing a qualifications-based selection (QBS) process whereby evaluation criteria demonstrating proficiency, experience, expertise, staffing, professionalism, ethics, and qualification without regard to fee other than pay rates. However, selection of a firm does not assure that the firm will enter into a contract with the Town and/or assigned a project. 2.0 PROJECT DESCRIPTION Through SL 2021-180 the NC Legislature awarded the Town of Spring Hope a $3.7 million State allocation of ARPA funds for water and wastewater infrastructure repairs throughout the Town. While the Town received AMPs and CIPs produced by a consulting engineer for both the water distribution and wastewater collection systems, Town administration requires assistance prioritizing essential projects to maximize the benefits of the appropriation. Furthermore, the engineering firm must provide planning, design, surveying, permitting, and construction observation/administration services for water and wastewater infrastructure projects intended to serve existing ratepayers. o Water projects may include planning, design, surveying, permitting, and construction observation/administration for projects: the two elevated water tanks, incumbent booster pumps, as many as three active and one inactive well, and over 10 miles of water lines. o Wastewater projects may include planning, design, surveying, permitting, and construction observation/administration for projects: a 0.4 MGD wastewater treatment plant, 10 miles of gravity sewer, incumbent manholes, 3 miles of force main, and six lift stations. The Town of Spring Hope reserves the right to award an engineering contract on all, a portion of, or none of the above-described projects. The Town further reserves the right to remove any or all of theprojects described in this RFQ and issue a new RFQ for any portion of the work. Even after the Town enters into an engineering services contract, in the Town's sole discretion the assignment of particular projects shall be contingent on the availability of funds and/or receipt of additional grants. 3.0 SCOPE OF SERVICES 3 Engineering firms shall demonstrate the ability to provide timely and complete design, contract book (PS&E), construction documents, permitting, bidding, and construction observation/administration services as required for each project. Work may include, but shall not be limited to, the following: o Planning o Surveying o Geotechnical o Civil Engineering o Hydraulic Engineering/CLOMR/LOMR/No Rise Analysis o Utility Design o Determining current systems problems and cost-effective solutions o Structural Design Related to Water and Wastewater Infrastructure o Board Meetings and Public Informational Workshops o WWTP design and operation o Public water supply o Utility and Agency Coordination (NCDOT and County) o Permitting o Easement Acquisition o Cost Estimating o Contract Book, Bidding Assistance, Tabulation, and Bid Documents o Construction Observation and Administration o Coordination with Prospective Water/Wastewater Customers o As-Built Documents In addition, engineering firms shall demonstrate ability to secure donated property or easements necessary to construct projects. The engineering firm shall describe their approach and/or experience to securing necessary easements within a fixed time period leading to a decision by the Town to proceed into the design phase. 4.0 SELECTION PROCESS / SCHEDULE Pursuant to N.C. Gen. Stat. 143-64.31 and 2 C.F.R. 200.320(b)(2), Town of Spring Hope utilizes a qualifications-based selection process without consideration of fee proposals in the initial stage for selecting engineers. The selection process and schedule will be as follows: 4.1 Advertisement - An advertisement for the Request for Qualifications (RFQ) will be posted at the following locations: o Posted on the NC Interactive Procurement System (IPS) Website o Posted on the Town of Spring Hope website. o Posted on the North Carolina Department of Administration's HistoricallyUnderutilized Business ("HUB") website. 4.2.1 Notification of Interest / Addenda - Upon receipt of this RFQ, engineeringfirms interested in submitting qualifications should notify Andrew DeIonno by email to place the firm's name on a Notification of Interest list for distribution of possible addenda to this RFQ. If a firm received notification of this RFQ via email, the firm must still notify the Town of their interest in submitting. Please include the firm's name and primary contact person and a direct phone number in the notification. Addenda will only be sent to those firms that have submitted a notification of interest. Addenda will be posted on IPS and the Town's website. It is the sole responsibility of the respondents to have the most current information and addenda. 4.2.2 Inquiries/Questions and Deadline - All inquiries or questions regarding thisRFQ must be directed to Andrew DeIonno by email and must reach Town offices by close of business, 22 April 2022 in order to be considered for a response. Oral answers will not be authoritative. Any changes or additions to the RFQ information will be emailed to each engineering firm POC who has submitted a Notification of Interest. 4.3 Qualifications Submittal - SOQs must be received by Town of Spring Hope no later than 5:00 pm local time, 27 April 2022. Submittals received after this deadline shall not be considered. 4.3.1 Submittal Material - Prospective firms shall submit one (1) paper copy and one (1) digital copy of their SOQ. Paper submittals shall be printed on8.5" x 11" paper, one-side printed only, and bound with a single binder clip. The paper submittals are to be mailed, hand delivered, or parcel delivery. Mailed SOQs must be postmarked by 27 April 2022 and should be mailed to: Town of Spring 118 W Railroad St PO Box 87 Spring Hope, NC 27882 Attn: RFQ Engineering Services No flash drives, three-ring notebooks, spiral bindings, plastic covers, 5 dividers, cover letters or any other materials will be accepted. One (1) paper copy shall be placed in a sealed envelope and labeled as "RFQ EngineeringServices."
