The City of Medina, in partnership with Hennepin County Housing and Economic Development, is seeking a qualified consultant to conduct a market analysis and redevelopment study focused in Uptown Hamel. Uptown Hamel is the City's "downtown" area with a mix of residential, business, and institutional uses. Uptown Hamel has been a priority in the City's planning over the past 15 years. Significant investments have been made in street, utility, sidewalk, and lighting improvements using with Tax Increment Financing (TIF) and property owner assessments. The intent of project is to identify actions for the City and property owners to support improvements and development in Uptown Hamel. The project consultant will have three primary deliverables: Conduct a market study analyzing the current conditions and projected demand for different uses in Uptown Hamel. Complete a redevelopment feasibility analysis considering potential commercial/retail, professional office, mixed use and housing development. Create an action plan to be used by City staff and property owners to realize redevelopment and infill opportunities desired by community. Questions submitted by email are due by April 27th. The method of contractor selection has not been determined at this time.
