The South Placer Municipal Utility District (District) is requesting proposals from qualified firms (Respondents) to perform a wastewater rate and local participation fee study (Study). A summary of the work desired is as follows: Develop a Sustainable Financial Plan - to ensure the District has sufficient funding to meet all operating, maintenance, and capital improvement needs, the financial plan will address funding needs for the next five and ten-year periods. The goal of this analysis will be to develop a plan of gradual rate increases and mitigate the need for any unexpected, large increases in rates. The plan may include recommendations for annual operating fund balance targets and both minimum and optimum reserve levels for operating, capital replacement and upgrades, financing, cash flow and unforeseen events. The current reserves are maintained pursuant to District Policy 3130 Conduct a Cost-of-Service Analysis and Develop New Rates - the cost-of-service analysis will determine the cost of providing wastewater service to each customer class. This analysis will serve as the basis for developing updated rates and rate structures but should maintain a flat rate per equivalent dwelling unit in accordance with applicable law, rather than incorporate water consumption data into the rate setting process. The Cost-of-Service Study and Rate Plan must comply with Article XIII of the State of California Constitution (Prop 218) and the Water Environment Federation Manual of Practice No. 27. The Study will analyze a 10-year period, with a five-year Proposition 218 rate adjustment schedule implementation. The District will provide a 10-year Capital Improvement Plan (projects, timing, and costs) for future years.
