Request for Proposals is to solicit proposals from photovoltaic (PV) system installers (Contractor) to; design, supply, and install three separate roof-mounted solar arrays on the Lummi Indian Business Council (LIBC) Administration Building Approximately 260-kW-DC Minimum inverter load ratio of 1.2 Lummi CARES Building Not to Exceed 100kW-AC Minimum inverter load ratio of 1.2 Head Start Building Not to Exceed 100kW-AC Minimum inverter load ratio of 1.2 All proposals must be accompanied by a bid proposal deposit in cash, certified check, cashier's check, money order, or surety bond payable to Lummi Indian Business Council and in an amount of not less than five percent (5%) of the total bid. Should the successful bidder fail to enter such contract and furnish satisfactory performance bond within the time stated in the specification, the bid proposal deposit shall be forfeited to the Lummi Indian Business Council. The Lummi Indian Business Council (LIBC) Public Works Department will contract with one entity to design, procure, install, and commission 3 new solar photovoltaic systems and to address all components of this request for bids. The proposals will be evaluated by Lummi Public Works and the Project Engineer. Owner reserves the right to waive any proposal irregularities and to reject any or all proposals for any reason, or no reason at all, if it deems that to do so is in the Owner's best interests. The Bidder certifies that they will comply with the provisions of the Davis Bacon Act (40 U.S.C. 276a) which applies to contractors and subcontractors performing the work on this federally funded contract in excess of $2,000 for the construction, alteration, or repair (including painting and decorating) of public buildings or public works.
