Owner reserves the right to make the award based on the lowest responsive bid The project includes the following major construction items Removal of Asphalt Pavement 8015 SY 8” PCC Pavement 11509 SY 12” PVC Water Main C-900 2865 LF 6” Aggregate Base Course 13926 SY 4” Sidewalk 8325 SF And Other Miscellaneous and Landscape Items Permits and licenses of a temporary nature necessary for the prosecution of the work shall be secured and paid for by the contractor unless otherwise stated in the supplemental general conditions EPA or its designee shall upon its own action or upon written request of an authorized representative of the Department of Labor withhold or cause to be withheld from the contractor under this contract or any other Federal contract with the same prime contractor, or any other Federally-assisted contract subject to Davis-Bacon prevailing wage requirements, which is held by the same prime contractor so much of the accrued payments or advances as may be considered necessary to pay laborers and mechanics, including apprentices, trainees, and helpers, employed by the contractor or any subcontractor the full amount of wages required by the contract. Each Bid must be accompanied by a certified check, cashier’s check or draft in the amount of 5% of the base bid and all add alternates and drawn on a State or National Bank or a 10% bid bond issued by a surety authorized to do business in the State of South Dakota and made payable to the City of Yankton. The Bidder to whom the contract is awarded will be required to furnish a construction performance bond and a construction payment bond to the OWNER in the amount of one hundred percent (100%) of the contract award for each bond, in conformance with the requirements of the Contract Documents. The construction performance bond and construction payment bond shall remain in full force until the completion of the Contract as specified in the General Conditions. The fair share objective for this project is 1 % MBEs and 4 % WBEs.
