BID TYPE Fixed Fee Contract The work to be performed includes the removal of existing mixers and cranes and the furnishing/installation of a bridge/platform, tank mixer, baffle walls and electrical equipment at the Susquehanna Water Treatment Plant located at 900 S 15th St, Columbia, Pennsylvania 17512.All proposals must be labeled "Susquehanna Water Treatment Plant Sludge Mixer Installation Project Contract No. 2022-12" and submitted in PDF format. Incomplete proposals and those received after the specified date and time will not be considered. Hand delivered, mailed, courier, faxed and/or e-mailed responses will not be accepted. The City will determine who is the lowest responsible bidder upon the basis of the bids submitted. The lowest responsible bidder may not be the bidder submitting the lowest dollar amount. The City may consider the quality of services supplied, responsiveness of the bidder, past performance of the bidder, compatibility of the bidder's processes with other City services and the bidder's ability to handle the volume of work proposed. All bids shall be effective for sixty (60) calendar days from the date of the bid opening, unless an award of the Contract is delayed by the required approval of another governmental agency, the sale of bonds or the award of a grant, in which case all bids will remain effective for One Hundred Twenty (120) calendar days from the date of the bid opening. The successful bidder will be required to provide performance and payment bonds equal to one hundred (100%) percent of the Contract price with suitable, reasonable requirements guaranteeing the performance of the Contract. The City reserves the right to reject any or all bids and re-advertise if the best interest of the City will thereby be promoted. The City also reserves the right to waive technical defects if in its judgment, the interest of the City shall so require. The City further reserves the right to waive any informalities in the bids received and reject any or all bids for any reason whatsoever.
